Important:  This Manual is the property of the CSPCA, Inc.  The CSPCA asserts the right to be identified as

such and objects to any misuse.  The official copy of this Policy and Procedure Manual is kept by the Procedural Manual Chairperson and will be viewed as the only official copy of the document.

 

The Chinese Shar-Pei Club of America, Inc. (CSPCA) was founded in 1974 to encourage and promote the breeding of purebred Chinese Shar-Pei.  The CSPCA states in its Certificate of Incorporation that the purposes of the CSPCA include to conduct sanctioned matches, specialty shows, field trials and obedience trials under the rules of the CSPCA and AKC, and to do all in its power to protect and advance the interests of the breed and to encourage sportsmanlike competition at dog shows, field trials and obedience trials.  As one of its founding purposes, the CSPCA sought to encourage the organization of independent local Chinese Shar-Pei affiliated clubs. 

On November 12, 1991 the Chinese Shar-Pei was the 134th breed to be recognized by the AKC.  On August 1,1992 the CSP was allowed to compete in the Non-Sporting Group.

AKC Breeder Referral:  As of September 1993, by calling 919-233-9767, or by going to www.akc.org, the

American Kennel Club will send out a package of information that includes educational material, geographical listing of dog clubs.

 

AKC Canine Good Citizenship Test:  The purpose of the Canine Good Citizenship Test is to ensure a dog can be a respected member of the community because it is trained and conditioned to act mannerly in the home, in public places and in the presence of other dogs. The program is open to purebred and non-purebred dogs. AKC CHIC Program:  CHIC is a centralized canine health database sponsored by the AKC Canine Health Foundation (AKC-CHF) and the Orthopedic Foundation for Animals (OFA).  It was conceived in 1999 and became operational in 2001.  Today there are at least 26 breeds involved through their parent clubs.

 

On 9/08/05 a motion was made and passed for the CSPCA, Inc. to be included in the AKCÕs CHIC program. An explanation of the program follows.

 

The goals of the CHIC Program are:

 

To work with parent clubs to identify breed health issues and help to establish a central information system concerning these health issues.

To maintain a central health information system for each breed in a manner that will support research and provide health information to owners and breeders.

To establish scientifically valid diagnostic criteria for the acceptance of information into the database.

To base the availability of information on individually identified dogs at the consent of the owner.

 

These goals are accomplished by only adding data to the database that is based on scientifically valid diagnostic criteria such as supplied by OFA, CERF, genetic screening test, actual laboratory test results, etc.  Anecdotal information is not accepted into the database to meet the breed requirements.  All dogs entered into the database must be permanently identified in the form of a microchip or tattoo.  A CHIC number and CHIC report are issued when the breed test requirement results are entered into the database and when the owner has opted to release the results into the public domain.  The CHIC number does not mean the dog has normal test results.  The CHIC number only means the required breed specific tests were done and the results made publicly available.  The CHIC database is accessible on the web at www.caninehealthinfo.org.  

 

The database allows breeders to make intelligent breeding decisions based on valid scientific tests and may be of value to the scientific community as well.  As more information accumulates in the database searches can be conducted into an individual dogÕs siblings, sire/dam and offspring.

 

The breed specific requirements are determined by the parent club and are dynamic – as the health problems within a breed change over time or as new tests become available the breed specific requirements can be changed. 

 

The CSPCA

Based on the results of the Health Survey and the availability of specific valid tests Dr. Jeff Vidt DVM feels the breed requirements for the Shar-Pei should consist of:

 

Hips – OFA certification at 2 years of age or older.

Elbows – OFA certification at 2 years of age or older.

Patellas – OFA certification (can be done by regular veterinarian).

Hypothyroidism – Michigan State University Animal Health Diagnostic Laboratory, Endocrine Diagnostic Section.

Entropion – CERF examination.

 

OFA and CERF results are entered automatically into the CHIC database at no charge.  Other tests would be entered at a cost of $25 one time per dog. 

 

AKC Companion Animal Recovery:  A 24 hour a day nationwide pet identification and recovery service utilizes a central database that will record identification numbers for pet owners using any permanent form of identification. AKC Delegate:  The CSPCA Delegate to the American Kennel Club is a non-voting member of the CSPCA Board of Directors whose election and duties are prescribed in Article III, Section 3(b) of the CSPCA By-laws.

In addition the AKC Delegate shall:

¥           Participate in CSPCA BOD meetings scheduled immediately prior to AKC delegate meetings

¥           Attend all quarterly meetings of the AKC Delegates at the delegateÕs expense, and report back to the             CSPCA Board of Directors in a timely fashion

¥           Report to the CSPCA Board information pertinent to breed matters and other information discussed by the AKC

¥           Serve as a liaison between the AKC and the CSPCA

¥           Advise the CSPCA Board regarding upcoming AKC votes with request for instructions on how to        vote

¥           Assist and address concerns of CSPCA members when requested

 

The AKC Delegate is authorized to vote on all AKC matters without prior Board approval, except matters involving the breed and its exhibition.

The Directors will elect by a majority vote, a person to serve at the pleasure of the Board as a Delegate to the American Kennel Club whose duties shall be to represent the Chinese Shar-Pei Club of America, Inc. before the American Kennel Club at meetings of the AKC Delegate body; communicate decisions of the Delegate body to the CSPCA and seek direction from the CSPCA Board of Directors on issues considered by the Delegate body.  Such Delegate need not be a member of the Board.  The Club shall comply with American Kennel Club rules regarding the credentials and appointment of said Delegate. The term of office shall be two (2) years; each year shall run from August 1st - July 31st. The Delegates term shall be selected in even numbered years.  As of March 23.2006 the board approved a $1500 per year expense allotment.

 

AKC Delegate Nomination and Appointment:  The CSPCA Delegate to the American Kennel Club shall be selected according to the following timetable and procedure:

 

In years of the delegate appointment, the BOD will accept nominations for the position of CSPCA Delegate from April 1 - May 31st.  Nominations must be made to the CSPCA Secretary in writing by a CSPCA Member in Good Standing and accepted in writing by the nominated delegate. Nominations must be received by May 31st.

Nominees for the position of CSPCA Delegate may choose to address the CSPCA Officers and Directors at a regularly scheduled meeting in June or July. Each nominee, if desired may have ten minutes to ask or answer questions and discuss their qualifications for the position of CSPCA delegate to the AKC.

The BOD will elect the CSPCA delegate by majority vote in executive session following the regularly scheduled July meeting.  The term of the elected delegate shall begin the following August.

In years of the delegate appointment, the membership will be informed of this process through postings in the March/April Barker and the CSPCA Members email list.

AKC GAZETTE: The CSPCA supports the Gazette, the official publication of the American Kennel Club, by and through its appointment of a breed columnist.

 

AKC Gazette Breed Columnist: Periodically the AKC allows a breed specific column for the Chinese Shar-Pei. The AKC Gazette Breed columnist handles this. The columnist will provide information and articles pertaining to the Chinese Shar-Pei for publication in the breed column of the Gazette magazine.

 

AKC Sportsmanship Award:  The CSPCA Guideline for this award is as follows.  Any CSPCA member in good standing or any CSPCA Affiliated club may nominate any CSPCA member in good standing for this award based on the AKC Code of Sportsmanship. Nominations open on June 15, and must be received by the current CSPCA Secretary on or before August 1 each year. Nominations must be submitted in writing, and limited to 300 words or less, and signed by the person submitting the nominations. All nominees and nominators will be verified as to being members in good standing of the CSPCA before nomination is considered.

 

The CSPCA Board of Directors will select the winning nomination by secret ballot from the submitted nominations. The medallion will be awarded at the CSPCA Awards Banquet at the National Specialty, along with a certificate of recognition.

 

CSPCA Members are only eligible to win this award once. Only one award will be presented a year. However, in any year that this award is not presented, the award for that year may be presented the following year. In the event of a tie for the award, the personÕs last name that comes first in the alphabet will receive the award for that year, and the other nominee, in the tie, will receive the award the following year.  In that case the following year there will be no nominations solicited.

 

Announcements calling for nominations will be sent by the CSPCA Award Chairman to be included in the April/May/June Barker. The name of the winner of the award will be announced in the Jan/Feb/March issue of the Barker along with the wording on the nomination form.

 

AKC Suspension:  Any CSPCA member who is suspended from the privileges of the American Kennel Club automatically shall be suspended from the privileges of the CSPCA for a like period; See Article VI, Section 1 of the CSPCA By-laws.

 

Accountant:  The CSPCA may retain the services of a Certified Public Accounting firm.  Their duties are to

prepare the required tax returns and to offer assistance to the treasurer in the compilation of the financial

statements.  The accounting firm may help with the CSPCA member vote counting.

 

Advertising:  Each issue of The Barker will contain information relating to advertising rates, terms and conditions, and offer an advertiser's index.  Advertising may also be purchased in show catalogs for each individual show throughout the USA

 

Affiliated Clubs, AKC:  In order to become an AKC affiliated club, a local club must meet the criteria set out by AKC and the CSPCA and receive CSPCA Board approval.  The AKC/CSPCA criteria includes a written constitution/bylaws, at least two of the club's officers are CSPCA members in good standing, the club hold a minimum of four (4) meetings per year, and the club maintain a voting membership of 15 to 30 local households within its locality. Once the club's initial application is complete, it must hold meetings for one year before it may send a presentation to AKC Club Relations Department for review.   Affiliated clubs must be an approved AKC Specialty Club to hold shows where points can be awarded.

 

Policy Statement: The CSPCA relies upon AKC affiliated and non-AKC affiliated clubs to conduct all shows, matches and trials in full conformity with the AKC Rules Applying to Dog Shows.  If there is a violation of those Rules, the CSPCA will exercise its full authority under the Rules and Regulations. All matters relating to the internal governance of the affiliated club, including the conduct of membership meetings and resolution of disputes between members, are left to the affiliated club to handle in accordance with its own constitution/bylaws.  This is consistent with the policy of the CSPCA since its inception to maintain an arms-length relationship with its affiliated clubs.

 

Implementation: In keeping with its policy regarding affiliated clubs, the CSPCA expects all affiliated clubs to adhere to the AKC Rules Applying To Dog Shows when conducting a Specialty show. 

 

Affiliated Clubs, CSPCA:  Local Chinese Shar-Pei Specialty Clubs may become affiliated with the CSPCA

pursuant to Article I, Section 1(d) of the CSPCA Bylaws.  The Barker will publish a current list of clubs in each issue.  In order to become an affiliated club, a local club must meet the criteria set out by the CSPCA and receive CSPCA Board approval. The criteria includes:

¥           A list of officers/directors

¥           A list of members

¥           At least 2 of the clubs officers are CSPCA members in good standing

¥           Contact information

¥           Written constitution and by-laws

¥           The club must hold a minimum of four (4) meetings per year.

 

The club will provide the Club Presidents Alliance Chairman with this information.

CSPCA Affiliated Clubs may, with the approval of the CSPCA Board of Directors, hold AKC

Specialty shows (by using the CSPCA name), where points can be awarded by following the AKC Rules

Applying to Dog Shows. 

 

Maintaining Affiliated Status:  In order to maintain Affiliated Status with the CSPCA a local club president must provide the Club Presidents Alliance Chairman with a report of current information regarding their club. This report will include the following:

¥ Current officers and directors

Contact information for these officers including, phone numbers and email if applicable. An indication of which of their two current officers are current CSPCA members

¥ A list of the club's activities: shows hosted; public outreach, dates of

            club meetings throughout the year

¥ List of members

¥ Any changes to the club's by-laws or constitution

¥ The date of their next upcoming election

¥ This report will be due to the Club Presidents Alliance Chairman by

            March 1 of every year. The information will be kept by the Club

            Presidents Alliance Chairman and the Alliance Secretary. The information will

            be available to the CSPCA Board and officers at any time.

¥ The Alliance Chairman will provide a full report of the Affiliated clubs

            to the Board within one month of the March 1st. deadline. If a club

            president does not provide current information by March 31, a notice

            will be sent to another club officer and the CSPCA Regional Director for the

            area the club is located in. Clubs not providing the required information

            will lose their affiliated status. If a club loses its affiliated status they

            will not listed in the Barker and/or the CSPCA web site, they will not be

            able to host Specialties, and they will not be able to participate in CSPCA

            Board meetings and/or the CSPCA Club Presidents Alliance email group.

 

The CSPCA will offer Affiliated Clubs a one-half page free advertising in addition to a $50 full-page ad in The Barker.  MMP on 11/20/06 for advertising rates.

 

Agenda:  The agenda is prepared by the CSPCA Secretary and distributed to the members of the Board of

Directors and posted on the official web site.  Any member of the Board of Directors may place items on the

agenda. The general membership may request an item be added to the Agenda by contacting their Director or by contacting any member of the Board.  The agenda of meetings is outlined in Article IX of the CSPCA By-laws.

 

Agility Advisor:  The advisor will promote the working aspects of the Chinese Shar-Pei in agility events and competition. They can help you with any training problems or assist you in finding specific training information. The advisor also generates a list of the top winning Shar-Pei in Agility each year to turn over to the Award's Chairman so that appropriate awards can be presented.

 

Agility Award:  Each year the top Shar-Pei that have competed in Agility are recognized with awards. The AKC top agility dogs report only shows dogs competing at the highest level, so in order to receive recognition it is the responsibility of the owner/handler to keep up with the required information and submit it to the Agility Chairperson (Advisor). You must send the information from each qualifying leg of a title—score, standard course time, actual time and placement (if any) to the Agility Chairman (Advisor)  by July 1 each year. Instructions for submitting information and rules can be found on the CSPCA website. On the home page, click on the Dog Recognition button, click on Agility, and then click on Agility Rules to obtain this information. Alteration of Dogs:  The Chinese Shar-Pei Club of America, Inc., is supportive of the AKC Rules Applying to Dog Shows, Chapter 11, Section 8 that addresses changes in appearance by artificial means, i.e., surgical,

mechanical and/or chemical alterations. The exceptions shall be:

á       Castrated male entered as the Stud Dog in the Stud Dog class

á       A spayed female entered as the Brood Bitch in the Brood Bitch class

á       Neutered dogs and spayed bitches would be allowed to compete in Veterans Classes only at independent specialties and/or those all-breed shows that do not offer any competitive classes beyond Best of Breed.

 

Amendments to the By-laws:  The CSPCA By-laws may be amended pursuant to Article VII of the CSPCA By-laws and in accordance with AKC Rules and Regulations.  Proposed amendments will be printed in the first 10 pages of The Barker, the issue before the vote.

 

Amendments to the Breed Standard:  The breed standard may be amended pursuant to Article VII of the CSPCA By-laws.  All amendments must meet the final approval of the Board of Directors of AKC and can only happen once in a five-year period.  (Revision years: 1993, 1998, 2003, etc.)

 

American Dog Owners Association (ADOA): The ADOA is dedicated to responsible dog ownership and is an advocate for the rights of responsible dog owners.  The ADOA is actively involved with issues of kennel abuses, breed specific legislation, shipping and air carrier practices for animals, as well as fraudulent practices of all kinds.  The ADOA furnishes updates on key legislation and litigation, as well as other information that is helpful to national and local dog clubs.   

 

American Dog Owners Association (ADOA) Delegate:  The CSPCA Board of Directors appoints a delegate to the ADOA whose duties shall be to represent the CSPCA before the ADOA.  The Delegate serves at the pleasure of the CSPCA Board. 

 

Annual Elections:  Annual elections of the CSPCA are held in accordance with Article IV, Section 3 of the

CSPCA By-laws.

 

Annual Meeting:  The annual meeting of the CSPCA shall be held in accordance with Article II, Section 1 of the CSPCA By-laws.  Guidelines for the Annual Meeting are as follows.

1. A timer shall be appointed for the meeting.

 

2. Members will use a microphone to seek recognition to speak.

 

 3.Members will, before speaking, give their full name and their state of residence.

 

4. Each member will have one opportunity to speak and will not be recognized a second time until all other members who wish to speak have had an opportunity to do so.

 

5. Each speaker will have the opportunity to speak a two full minutes on a topic.

 

6. The chair will recognize speakers in such a way as to have alternating points of view expressed on a topic where the membership is divided between those opposed to an issue and those in favor of an issue.

 

7. Where there is agreement on a topic, indicated by two successive speakers having addressed the same side of an issue, and no one wishes to speak on the alternative side of the issue, the total discussion time for that topic shall not exceed ten (10) minutes.

 

Anonymous Letters:  The CSPCA Board of Directors will not give credence to anonymous letters.  Anonymous letters will not be published in The Barker.

 

Application for Membership:  Applications for membership are completed and sent to the Membership Secretary for processing.  When a completed application is submitted together with the correct fee, the applicant is immediately added to the mailing list for The Barker. 

 

Articles of Incorporation:  The Chinese Shar-Pei Club of America, Inc. was founded in 1974 as a Delaware

localities where there are sufficient fanciers of the breed;

 

(c)        subject to Article 10 hereof, to urge members and breeders to accept the standard        of the breed as

approved by the Chinese Shar-Pei Club of America as the only standard of excellence by which

Chinese Shar-Pei shall be subjected;

 

(d)        to do all in its powers to protect and advance the interests of the breed and to encourage

sportsmanlike competition at dog shows, field trials and obedience trials;

 

(e)        subject to Article 10 hereof, to conduct sanctioned matches and specialty shows,        field trials and

obedience trails under the rules of the Chinese Shar-Pei Club of America;

           

(f)        subject to Article 10 hereof, collect, record, and preserve the pedigrees of Chinese Shar-Pei,  to  

publish a stud book and registry and to issue certificates of registration;

 

(g)        subject to Article 10 hereof, stimulate and regulate any and all other matters such as may pertain to

the history, breeding, exhibition, publicity or improvements of this breed.

 

4.         The corporation shall not have any capital stock, and the condition of membership shall be as stated in the By-laws of the corporation.

10.       The corporation shall be empowered to affiliate itself with the America Kennel Club, upon such terms and conditions as may from time to time be agreed upon between the Board of Directors of this corporation and the American Kennel Club, including, without limitation, provisions establishing the right of the America Kennel Club to approve the standard of the breed, the applicability of the rules of the American Kennel Club to govern dog shows, conformation champions and obedience trials, and the establishment by the American Kennel Club of a registry for the breed.

 

11.       Except where specific authority is delegated to the Board of Directors of the corporation       in the certificate of incorporation, any amendments to the certificate of incorporation of the corporation shall be approved by two-thirds (2/3) of the members in good standing who vote on the proposed amendment by ballot within a time limit fixed by the Board of Directors.  A copy of each proposed amendment that has been approved by the Board of Directors shall be mailed to each member of the corporation in good standing on the date of mailing, accompanied by a ballot on which a choice may be indicated for or against approval of the proposed amendment, and a notice specifying the date fixed by the Board of Directors as aforesaid by which ballots must be returned to the corporation to be counted.

 

12.       Indemnification

 

(a)        The liability of the directors, officers, employees and agents of the Club for monetary damages shall be eliminated to the fullest extent permissible under Delaware law.

 

(b)        The Club is authorized to provide indemnification of directors, officers, employees and agents to the fullest extent permissible under Delaware law.

 

(c)        Any repeal or modification of the foregoing provisions of this Article shall not adversely affect any right or protection existing at the time of such repeal or modification.

Audit Report:  At the time of a change in the office of Treasurer either from an election result, attrition or as

deemed necessary by the Board of Directors, an audit report will be requested from an auditor to express an opinion on the financial statements of the CSPCA, Inc.  After the completion of the Audit Report it will be presented to the current President of the CSPCA, Inc. for distribution to the Board of Directors and be made available to the general membership.

Awards Committee:  Chairman of the awards committee will be appointed by the BOD. It is a separate committee from the awards coordinator.

 

The Chairman of the Awards committee will be provided a list of all committees that present awards and the names of the current chairmen of those committees.

 

The awards committee chairman will be responsible for receiving the nominations for all awards and a list of the awards to be presented from each committee chairman. The chairman will coordinate those with the CSPCA awards coordinator.

 

Individual committee chairman will set dates for their awards closing, but should send to the Awards chairman at least 60 days prior to the Annual National Specialty but no later than 50 days before the Annual National Specialty Show.  The Award's Committee Chairman should submit the names of the recipients to the Awards Coordinator at least 50 days prior to the Annual National Specialty, but no later than 40 days before the Annual national Specialty Show. The awards chairman will send a record of all awards presented each year to the historian and to the Editor of The Barker for publication in the National Specialty issue.

 

The awards chairman will receive all nominations for the Wm. Morison award.  Each nomination, with a simple yes/no ballot, will be sent to the selected voting panel for that year. The Awards chairman will tally the votes and ensure ordering of the award(s).

 

The Awards Chairman is responsible for publicity for the awards program. Chairman will remind all individual chairmen of committees presenting awards one month prior to closing of awards for that year.

 

At the Awards committee chairman's discretion all Chairmen of committees that present awards will serve as non voting members of the awards committee. The chairman may request an assistant for this committee if needed. The assistant would not be privy to the Morison award nominations. The awards chairman will provide a list of all awards to be presented to the President of the CSPCA at least one week before the National Specialty.

 

Awards Coordinator:  Awards Coordinator:  The CSPCA Awards coordinator will be responsible for creating and/or procuring the Awards for the various recipients who are eligible for a CSPCA Award. The Award's Committee Chairman should submit the names of the recipients to the Awards Coordinator at least 50 days prior to the Annual National Specialty, but no later than 40 days before the Annual national Specialty Show. The coordinator will serve at the pleasure of the CSPCA Board of Directors.

 

Award of Merit:  At the CSPCA National Specialty, at the same time as, and in addition to, Best of Breed, Best of Opposite Sex to Best of Breed and Best of Winners, the judge may elect to select up to a predetermined number of dogs and/or bitches to receive an "Award of Merit".  Such dogs and/or bitches are to be selected on the basis of exceptional quality and competitiveness for the top awards.  The maximum number of such awards that the judge may bestow is computed at ten percent (10%) of the dogs/bitches entered for the Best of Breed competition (Champions of Record, Winner's Dog, Winner's Bitch, Veteran's Dog, Veteran's Bitch).  Decimals from 0.5 and up are to be rounded up to the next whole number.  Such awards of merits shall consist of very light blue rosettes.  The show committee will be responsible for ordering sufficient rosettes based on pre-entries, and notifying the judge of the maximum allowable number of such awards that may be made at the judge's discretion.

 

 

Ballots:  The balloting procedure for the election of officers, directors and other items to be voted on by the

Members, is prescribed in Article IV, Section 5 of the CSPCA By-laws.  The CSPCA Board will select a qualified party or firm (be it CPA, Accountant, Bookkeeper or firm) with no direct connection to the CSPCA, to count ballots.  Motion passed on 9/16/2000 that sixty days after the distribution of the Barker containing the results of any election the ballots of that election would be destroyed.

 

Barker, The:  The Barker is the official publication of the Chinese Shar-Pei Club of America, Inc.  Its function is to inform, educate and entertain the owners, breeders, exhibitors, and all other persons involved with the Chinese Shar-Pei breed through their membership in the CSPCA.  It is mailed to members free of charge.  Complimentary issue may be sent to AKC non-sporting and group judges.  The CSPCA Board of Directors will provide a list of these judges to the editor of The Barker.  The publication is not available by subscription. The Barker provides educational information to the owners, breeders, exhibitors, judges and other persons involved in and with the Chinese Shar-Pei breed. The Barker is organized, operated and produced exclusively for the purpose of providing charitable and educational services.

 

A motion was made and passed on June 25, 2007 to change the Barker from a bi-monthly publication to a quarterly publication.  Members will be notified of the change to a quarterly issue with the mailing of the ballots in July 2007 issue. The first quarterly issue will be the July/August/September 2007 issue. The Barker will feature both the Nationals coverage and the new "Annual" to showcase all the new titleholders, honors and accomplishments from the previous year.

 

Barker Advertising Policy:  Only members in good standing of the CSPCA, Inc., may advertise in The Barker.  The individuals or entities placing advertising in, or submitting written materials to The Barker are solely responsible for their content of representations and claims made for their dogs/products/services or accuracy of written material.

The Barker, it's Editor, or the Chinese Shar-Pei Club of America, Inc., in their discretion may refuse any advertising that is deemed to include false or misleading statements, to be in poor taste, offensive in either art work or text or in the final opinion of the Editor, the Barker Liaison Committee or the CSPCA Board of Directors is in conflict with the stated purpose of this magazine.

The Barker will only accept advertising for Chinese Shar-Pei dogs, puppies, stud services or dog-related products or services.  No advertising will be accepted that includes information about unrelated breeds or other animals.

The Barker cannot accept advertising that will cause the club or magazine to loose money. (June 12, 2002 meeting)

The Barker will accept only promotional advertising for Chinese Shar-Pei whose appearance is described as

acceptable by the official Chinese Shar-Pei standard.  No Chinese Shar-Pei may be advertised for sale or breeding that:

1. Has a disqualifying fault as described in the Standard. [Exception: The Barker will accept memorial ads

for purebred Shar-Pei or neutered/spayed rescue Shar-Pei for adoption regardless of their adherence to

the official standard.]

2. Is described as above or below the size described in the Standard [i.e., "mini" or "maxi"].

3. Is pictured as being surgically altered (i.e., eye tacks)

 

For products and services such as books, audio videotapes, computer software, etc., the submission of a sample for review to establish suitability may be required.  Neither The Barker, its Editor, nor the CSPCA membership shall have any responsibility to return such items.

A minimal amount of advertising will be accepted from corporations through individual CSPCA membership.  The CSPCA reserves the right to limit such advertising.

Advertisers who make claims for show wins (i.e. "Top Dog Lists", example: "My dog was listed in top 5 Shar-Pei, or "______ is No. 1 Shar-Pei," etc.), must submit with their ad, verification of their dog's placement in Dog News, Canine Chronicle, AKC Awards, Pedigree or any other recognized publication of such wins or placements so that The Barker can print the source of the claim.

This contract is made between the Chinese Shar-Pei Club of America, Inc., and

1.   The CSPCA agrees to provide and the Advertiser agrees to use advertising space in The Barker, the official publication of the CSPCA,  of at least one full page per issue in six (6) consecutive issues of The Barker, beginning with the ___________________________________________________ issue and ending with the _____________________________________________ issue.

 

2. The contract price for a full page black and white advertisement shall be $85.00 per issue, and the contract price for a full page color advertisement shall be $234.00 per issue, both of which represent a 15% discount over the normal advertising rates charged by The Barker.  These prices are for camera ready ads only.  An additional $25.00 will be charged for all ads that require layout and/or typesetting.  There will also be additional charges for extra photos, bleed, reverse, or any other printerÕs charges, and the price of these extra services will be as published in The Barker. Additional advertising over and above the one page may be purchased at the discounted contract rate.  However, the purchase of additional pages in one issue does not relieve the advertiser of the obligation of purchasing ads in six (6) consecutive issues.

 

3.  Upon the signing of this contract, the advertiser will make payment for their first monthÕs ad, and will also make a deposit of $85.00 toward the cost of their last monthÕs ad.  This deposit does not necessarily reflect the cost of the last monthÕs ad, but is simply a deposit toward that cost.

 

4.  All payments for advertising are due at the time of submission of the ad copy.  Payment may be  made by check, credit card, or paypal.  All checks and credit card information should be sent to Marilyn Currey, Treasurer, PO Box 145, Reddick, FL 32686, email address candmcurrey@att.net.  Checks should be made payable to CSPCA.  All ad copy should go to The Barker, PO Box 241, East Haddam, CT 06423.  Failure to make payment at the time the ad copy is submitted will result in the ad not being published.

 

5.  Advertiser is responsible for submitting ad copy to The Barker on a timely basis.  The schedule of due dates for advertising is published in The Barker.  Failure to submit copy for an issue will result in no ad being published that issue, but the advertiser will be responsible for a charge of $85.00 for that issue even though no ad was actually run. 

 

6.  The failure of The Barker to insert any advertisement in any issue shall not be considered a breach of this contract nor shall the Barker or the CSPCA be liable for damages resulting from that failure, nor shall they be liable for any damages resulting from printer error.  If copy for an advertisement is submitted in accordance with the provisions of this contract, and is omitted from The Barker or incorrectly printed, The Barker will publish the identical ad or an advertisement of the same size and layout specifications in the next issue and the terms of this contract will be extended one issue.

 

7.  The advertiser assumes full and complete responsibility and liability for the content of all copy or photos submitted and printed and with the signing of this contract, agrees to indemnify and hold The Barker, its editor and printer, and the CSPCA harmless against all demands, claims or liability therefore.

 

8.  This writing contains the entire contract between the parties.  No representations other than those expressly set forth in this contract were made or relied upon by either party.

Barker/AKC Gazette Liaison Committee, The:  This Committee serves as the liaison between the CSPCA and the Editor of The Barker, particularly regarding printing policies.  The Committee shall keep a current list of complimentary recipients of The Barker. Barker/Gazette Liaison Comm.  Motion made and passed 6/24/03 for committee to consist of 1 Board of Director and 1 member at Large.

 

Barker Bid Committee:  This committee's job is to have a lengthy list of qualified publishers and put together the actual bid to be sent to this list.  The Barker is put out to bid every two years.  The Barker was last put out to bid in 2001.

 

Barker Classified Ads:  The Barker offers classified advertising to its members at rates specified therein. 

Classified ads will be limited to CSP related items.

 

Barker, Directors Column: A motion was made, seconded, and passed on 4/10/2000 to include a Directors

Column, in The Barker.  Director's columns will not be edited except to correct grammar and spelling. 

 

Barker Editor, The:  The CSPCA Board of Directors selects the Editor of The Barker.  The editor of The Barker is an independent contractor that serves at the will of the Board of Directors.  The specific qualifications and requirements of this position may vary from time to time according to the logistics of the publication process and the current contract between the CSPCA Board of Directors and The Barker Editor. 

 

Barker Editorial Policy, The:  The right to edit all material or refuse to print material submitted is reserved by The Barker through its Editor, the Board of Directors and The Barker Liaison Committee.  Articles appearing in The Barker are not necessarily the opinion of The Barker; it's Editor, or the CSPCA.  The complete editorial policy is stated in each issue of The Barker.

 

Barker Financial Oversight Committee:  This is a confidential committee (meaning public release of the details may not be possible due to contractual proprietary information). The purpose of this committee would be to oversee sums of money spent by and/or on the Barker and to communicate with the publishing agent.   This committee will consist of 2 CSPCA members and one Board member. This committee will give specific costs on the breakdown of what it costs to print The Barker to the Board of Directors and the general membership.  At the Board meeting on 12/07/04 a motion was made and passed to disband this committee due to lack of reporting, numerous committee member changes and possible redundancy by work from other committee.

 

Barker, Policy for CSPCA recognized Shar-Pei Charity:  A motion was made and passed at the 4/05/05 board meeting to create the following policy for recognized Shar-Pei Charities. Those Charities with a treasury separate from the CSPCA, Inc. The CSPCA would donate up to three black/white pages per year, any over that would be charged the standard rate, their annual financial report will be printed at no charge but can not exceed one page. 

 

Barker, National Show Issue:  M/S/P on 7/5/96 that the National Show issue of the Barker, all photo will be in black and white.  No upgrades will be offered but winners may take out a private ad.  On 3/01 it was M/S/P the front cover will be offered to the BOB winner, and the back cover will be offered to the BOS winner.  If either of these winners does not want to buy the cover, it will be sold to the next person on the waiting list.

 

Bids:  Written bids/estimates are required for all purchases in excess of $500 (excluding the Barker, Rescue and National Specialty Show, which are all covered by separate rules).  A minimum of two bid/estimates must be procured and the Treasurer will keep all bids for a period of one year.  Bids/estimates will be approved by a majority of the Board.  One (1) officer and one (1) director of the CSPCA can make emergency approval. (see purchases)

 

Board Hearings:  Board hearings held in conjunction with the disciplinary process are authorized pursuant to Article VI, Section 3 of the CSPCA By-laws.

 

Board Meetings:  The CSPCA Board of Directors holds meetings pursuant to Article II, Section 3 of the CSPCA By-laws.  Meetings shall be held as needed.  On 8/28/00 a motion was made, seconded, and passed that face to face meetings, directors would receive eight choices of dates and three months advance notice in the effort to achieve 100% attendance of the directors at the meeting.  The Agenda and approved minutes will be posted on the web site.

 

Board of Directors:  The Board of Directors of the CSPCA is comprised of the President, Vice President,

Secretary and Treasurer together with nine (9) regional directors as identified in Article III, Section 1 of the CSPCA By-laws.  The Board of Directors of the CSPCA is empowered and authorized to conduct all of the business of the CSPCA.  The elected Board of Directors takes office January 1st.  It is the duty of each retiring officer to turn over to his successor in the office all properties and records relating to that office within 30 days after the election, all pursuant to Article IV, Section 1 of the CSPCA By-laws. 

 

Board of Directors E-mail List: This list is for Voting Board Members only.  Nothing can be forwarded or directly quoted with non-Board members any information that appears on this list.  It is a private and confidential list to facilitate Board discussion. A motion was made and passed 11/13/03 to make this a voting board members list only.

 

Board of Directors (Past Members):  As a matter of record all past members of the Board of Directors are kept by the Secretary and Historian.

 

Board of Directors Travel Fund: Due to monetary demands upon the CSPCA. A motion made and passed to remove this fund from the manual 6/24/03.

 

Bonding: The CSPCA will provide bonding for the Treasurer.  This could eliminate the need for routine yearly audits during the Treasurers term of office.  The CSPCAÕs dishonesty bond covers the persons in these five (5) club positions, Treasurer, Membership Secretary, Editor, Secretary, National Chairman.

 

Book of Champions: The Book of Champions was a publication of the Chinese Shar-Pei Club of America, Inc.  It was printed and current to the date we were accepted into the AKC.  

 

Breed Specific Legislation:  The Chinese Shar-Pei Club of America, Inc. opposes breed specific legislation or proclamations, particularly any time the Chinese Shar-Pei is negatively mentioned.

 

Breeder Disputes:  The CSPCA Board of Directors will not involve itself with breeder disputes (which include disputes with regard to sales, stud contracts, leases, and the like). 

 

Breeder's Directory: Advertising in the Breeder's Directory in The Barker is available to members for the rates specified therein.  Breeder's Directory ads are not an endorsement by The Barker.  When the CSPCA receives inquiries from prospective buyers of Chinese Shar-Pei, a copy of the Breeder's Directory for the entire USA is mailed to the inquirer.  The CSPCA does not recommend, guarantee, endorse, nor rate the breeders, their kennels, or their stock.  Individual dogs are not examined by the CSPCA.  Kennels are listed in their respective regions according to zip code.

mailed from the AKC at the time the dog is being registered.  The brochure being supplied by the AKC

in their mailings is printed by the AKC organization with control of the content by the CSPCA, Inc.  

 

Budget and Finance Committee:  The object for this committee is to monitor Club finances and accounting

procedures, investigate problem areas designated by the Board and submit recommendations for their

considerations.  It is also the duty of this committee to propose a budget at or before the Annual Meeting.  The budget may be amended and must be approved by the Board of Directors.

 

By-Laws Ad Hoc Committee: An Ad Hoc Committee will be formed when needed to address any necessary revisions to the existing By-Laws. A Board Member Liaison will be appointed to interface with a committee of members (no more than three whose role will be to develop ideas from the members) and a parliamentarian engaged to oversee the process. The Board Liaison will interface with the Board, parliamentarian and committee. All members should be familiar with the process required to get By-Law approval through AKC and the membership.

 

CERF Representative:  This person will act as a liaison between the CERF Registry and the CSPCA.    The

CSPCA supports the efforts of CERF and the CERF Representative will

á       Encourage CSPCA members to have their dogs' eyes examined,

á       Help the members by making available information regarding the policies and information available by CERF

á       Make the CERF Registry results available to other breeders in an effort to reduce eye problems from

within the breed.

 

CHIC (Canine Health Information Center): Chinese Shar-Pei will benefit when increasing numbers of dogs participate in the CHIC program. As our membership learns more about the importance of health screening and the value of the CHIC registry, the breed may experience substantial, long range benefits. As an outgrowth of educational efforts by the CSPCA, it is hoped that the following recommendations will be incorporated as Club Policy. These recommendations are entirely voluntary, and seek to reward and recognize those who have attained the honorable level of CHIC certification. It is hoped that these efforts will help to make additional health screening a common practice for CSPCA members.

Any owner or co-owner of a Chinese Shar-Pei that receives a CHIC listing may advertise in club publications (Barker or BreederÕs Directory) with the CHIC logo. The person using this designation must be the owner of record at the time the dog receives the Chic Number.

Each dog or bitch attaining a CHIC Number will receive a limited edition pin. One pin per dog-to be provided to owner of record. Other co-owners may purchase a pin for a nominal fee. The Kick Off for the pin handout will be the Awards Banquet for the 2007 National Specialty Show. 100 limited edition pins will
be purchased for the CHIC promotion. At this time, a grant from the CSP Charitable Trust is pending for the purchase of these pins. Otherwise, donations have been pledged for this purpose. No cost to the CSPCA.

Our group recommends that health information from all registries included in the CHIC program be published in the Barker as often as space permits, and at least on an annual basis. Health articles containing information about the CHIC program and health screenings should be included in the Barker as often as
possible. Each CSPCA National Specialty Show Committee is encouraged to hold either screenings or provide educational material promoting the CHIC program.

The Barker will offer an annual section for CHIC certified dogs to be advertised. (Similar to the Veterans or Stud Dog issue.) The CSPCA will provide space on the website under the Health Link to make educational materials available on the CHIC program. The names and photographs of Chinese Shar-Pei CHIC certified dogs will be available through this link. http://www.akitaclub.org/conformation/chic.html

 

The CSPCA BOD will determine if any costs are associated with this website information. A club volunteer will be assigned the duty of verifying CHIC certification for above purposes. (i.e. going to the CHIC website and verifying that the criteria has been met and the certification is posted.)"

 Constitution

Name and Objects of the Club

Section 1.  The name of the club shall be the Chinese Shar-Pei Club of America, Inc.

 

Section 2.  The objects of the Club shall be:

 

(a)  to encourage the members to perfect, by selective breeding, Chinese Shar-Pei that posses the soundness,

temperament, natural ability and personality that is reflected in the Standard of the Breed, and to do all possible to advance and promote the perfection of these qualities;

 

(b)  to encourage the organization of independent local Chinese Shar-Pei Specialty Clubs in those localities where there are sufficient fanciers of the breed to meet the requirements of the American Kennel Club; 

 

(c)  to urge members and breeders to accept the Standard of the Breed as approved by the American Kennel Club as the only standard of excellence by which the Chinese Shar-Pei shall be judged;

 

(d)  to do all in its power to protect and advance the interest of the breed and to                                       encourage sportsmanlike competition at dog shows, obedience trials, rally                                           obedience trials and agility trials;

 

(e)  to conduct sanctioned matches, specialty shows, obedience trials, rally obedience trials, agility trials and any other companion events for which the club is eligible under the rules and regulations of the American Kennel Club;

 

(f)  to stimulate and regulate any and all other matters such as may pertain to the history, breeding, education, exhibition, publicity or improvements of this breed consistent with the rules of the American Kennel Club.

 

Section 3.  The Club is a not-for-profit corporation and no part of the net earnings of the corporation shall inure to the benefit of, or be distributable to its members, officers, or other private persons.

 

Section 4.  The members of the Club shall adopt and may from time to time revise such by-laws as may be required to carry out these objects.

 

 

 

BY-LAWS

Article I

Membership

 

Section 1.  Eligibility.  There shall be seven types of memberships, open to those persons who qualify for membership as described below and who are in good standing with The American Kennel Club and who subscribe to the purposes of this Club.

 

(a).  Individual Membership An individual membership is a person who is a permanent resident living in the United States of America, or is a member of the             U.S. Armed Forces, government services and is at least 18 years old. The member shall enjoy all the privileges and obligations of the Club, including voting and holding office;

 

(b). Family Membership.  A family membership is two persons living in the same household whom are permanent residents and living in the United States of America; who would qualify as individual members in Article I, Section 1(a). Each member shall enjoy all the privileges and obligations of the Club, including voting and holding office and each shall have a separate vote;

 

(c). Foreign Membership.  A foreign membership is open to persons 18 years of age and older who reside outside of the United States. Foreign members cannot vote or hold office and do not count in the determination of a quorum. Because dues are set to cover the cost of printing and postal expenses, there will be different rates for Canadian members and members from other foreign countries. Applications are filed with the Membership Secretary, but need not require the sponsors or approval process applicable to prospective regular members.

 

(d). Associate Membership.  An associate membership is a person who qualifies for Individual Membership under Article I, Section 1(a). Associate members cannot vote or hold office, and do not count in the determination of a quorum. However, they shall enjoy all other privileges and obligations of the Club except that they shall not be eligible to participate in the CSPCA Futurity/Maturity program.

 

(e). Junior Membership.  A junior membership is a person living in the United States of America, who is between the ages of 10 and 17 inclusive, and shall be           sponsored by a parent or guardian, or by two regular active members provided that parental permission has been granted. He shall enjoy all the privileges of the Club, except that he shall not hold elective office, nor shall he vote. He may automatically convert to regular membership upon his eighteenth birthday.

 

(f). Lifetime Membership. Any individual who has been a member for 20 consecutive years is eligible to receive a lifetime membership. Lifetime members may be nominated by any member of the club and submitted in writing to the Secretary. Nomination should include documentation of significant service/contributions to the Club and/or the Breed. Upon receipt of such nomination the Board of Directors shall review the qualifications of the nominee and certify its findings. The Board of Directors, by a majority vote, may issue the lifetime membership to the nominee. Lifetime members shall be entitled to vote and to hold office, shall be exempt from payment of dues or assessments, and shall be 'members in good standing'. In the event of an individual in a family membership receiving a lifetime membership the other individual in that family membership would assume a single membership and pay dues at that rate.

 

(g). Honorary Membership.  Upon written recommendation by a member of the Club, the Board by majority vote, may confer an honorary membership upon an individual who has rendered notable service to the Club and/or the Breed. An honorary membership carries no rights of membership except that to receive The Barker. It is a non-voting membership and does not pay dues.

 

A member in good standing is a person who has qualified for membership under paragraph (a) (b) or    (f) above, whose dues are paid for the current year and who is not currently subject to disciplinary action under Article VI.

 

Local Chinese Shar-Pei Specialty Clubs may become affiliated with the Chinese           Shar-Pei Club of America, Inc. with the approval of the CSPCA Board of Directors.

 

 

Section 2. Dues. Membership dues are set by the Board of Directors. The yearly amount         of dues may be changed by 2/3 vote of the entire Board, but in no case shall the dues exceed twice the current amount.  No member may vote whose dues are not paid for the current year. Each month, the Membership Secretary shall mail a statement of dues for the ensuing year to all members whose membership will expire in the next 60 days.

 

Section 3.  Election to membership. Each applicant for membership shall apply on a form approved by the Board of Directors, which shall provide that the applicant agrees to abide by the Articles of Incorporation, Constitution, Bylaws and Rules and Regulations of the Chinese Shar-Pei Club of America, Inc. and the rules of The American Kennel Club. With the application, the applicant shall submit the dues payment for the current year. The applicant for individual or family membership [Article I, Section 1(a) and (b)] shall be endorsed by two sponsors from separate households, who are members in good standing. If the membership application is complete in all respects except that the applicant(s) lacks sponsors, the Membership Secretary will list in The Barker the names of pending applicants without sponsors. Members in good standing may oppose accepting any applicant by advising the Membership Secretary by mail, fax or electronic transmission within 60 days of the mailing of The Barker. In such cases, the Board of Directors will consider the application and objection, and their decision will be final. At the conclusion of 60 days, all other listed applicants will be advised by the Membership Secretary of their acceptance to membership. The Membership of those applicants whose membership has been opposed by a member in good standing shall be voted on at the next meeting of the Board of Directors. Affirmative votes of not less than 2/3 of the Directors of the Board shall be required to elect all applicants. An applicant who has been denied membership may be proposed by a regular member at the next Annual Meeting of the Club, and the Club may elect to membership such an applicant by a favorable vote of 75 percent of the members present

 

Section 4.  Termination of Membership.  Membership may be terminated:

 

(a)  by resignation.  Any member in good standing may resign from the Club upon written notice to the Secretary; but no member may resign when in debt to the Club.  Dues obligations are considered a debt to the Club and they become incurred on the first day after the membership term expires.

 

(b)  by lapsing.  A membership will be considered as lapsed and automatically terminated if such member's dues remain unpaid 30 days after the membership term expires; however, the Board may grant an additional 90 days of grace to such delinquent members in meritorious cases.  In no case may person be entitled to vote at any club meeting whose dues are unpaid as of that date of the meeting.

 

(c)  by expulsion.  A member may be terminated by expulsion as provided in Article VI, Section 4 of these By-laws.

 

ARTICLE II

Meetings

 

Section 1.  Annual Meeting. The Annual Meeting of the Club shall be held in conjunction with the ClubÕs National Specialty Show, if possible, at a place, date, and hour designated by the Board of Directors. Notice of the Annual Meeting shall be published at least 30 days prior to the date of the meeting and shall be sent via the official publication of the CSPCA, The Barker. The quorum for the Annual Meeting shall be ten percent (10%) of the members in good standing who are eligible to vote. In the absence of a quorum, the members present may adopt recommendations to be presented to the membership for decision by written ballot cast by mail.

 

Section 2.  Special Club Meetings. Special Club Meetings may be called by the President or by a majority of the members of the Board who are present at a meeting of the Board or who vote by mail, and shall be called by the Secretary upon receipt of a petition signed by ten percent (10%) of the members eligible to vote who are in good standing. Such meeting shall be held at such place, date, and hour as may be designated by the Board of Directors. Written notice of such meeting shall be mailed by the Secretary at least 14 days, and not more than 30 days, prior to the meeting. The notice of the meeting shall state the purpose of the meeting and no other Club business may be transacted. The quorum for such meeting shall be ten percent (10%) of the members in good standing.

 

Section 3.  Board Meetings.  There shall be a meeting of the Board immediately following the Annual Meeting.  Other meetings of the Board of Directors shall be held at such times and places as are designated by the President or by a majority vote of the entire Board.  Written notice of such other meetings shall be mailed by the Secretary to each member of the Board at least 14 days prior to the date of the meeting.  The quorum for the Board meetings shall be a majority of the Board voting in person, by mail, facsimile transmission or telephone conference call.

 

Section 4.  The Board may conduct its business by mail, facsimile transmission or telephone conference call

through the Secretary.  Items voted upon by telephone conference call must be confirmed in writing within seven (7) days.

 

Section 5. Club credentials. Use of the Club stationary, logos, insignia, and titles, past or present, by any persons other than current Officers and Directors or anyone specifically authorized by the Board is prohibited. Furthermore, the above are restricted for sole use in conducting official Club business

 

ARTICLE III

Directors and Officers

 

Section 1.  Board of Directors.  The Board of Directors shall be comprised of the President, Vice President, Secretary, Treasurer and nine other persons all of who shall be members in good standing and who are residents of the United States of America.  Six members of the Board of Directors who are not officers will be elected on an at large basis and three members on a regional basis, one from each geographic area identified by the Board of Directors and published annually in the January-February issue of The Barker. Members may only vote for Regional Directors standing for election to represent the region in which the member resides.  Regional director nominees shall reside in the region for which they are nominated to stand for election.  Members shall live in the region for which they nominate persons to stand for election.  Officers and Directors shall be elected for two-year terms as provided in Article IV or shall serve until their successors are elected.  General management of the ClubÕs affairs shall be entrusted to the ClubÕs Board of Directors: and the Board of Directors are empowered to periodically, but not more frequently than every five years, adjust the three regions to ensure that each region is comprised of about the same number of members.  The President, Vice President, Secretary and Treasurer and six at large directors shall be elected from the membership at large without regard to their region of residence.  Their terms shall be for two years; alternate years for selecting certain officers.  President and Secretary and three at large Directors to be elected in odd numbered years.  The Regional Directors will be elected for two year terms with the Regional Directors from the East and West elected in odd numbered years and the Central Director elected in even numbered years.  No person may be elected to the Board of Directors who has not been a member of the Club for at least two years.  Only one person from an individual household may be nominated to or serve as an Officer at any one time.  Should any officer or director fail to participate, without just cause, in three actions requiring a vote, by means of a meeting in person, by facsimile transmission or telephone conference, that person may be removed from office by a 2/3 majority of vote of the Board.  The vacancy shall be filled by the same procedure for vacancies in office as outlined in Article III, section 4.

 

 

Section 2.  Officers.  The Club's Officers consisting of the President, Vice President, Secretary and Treasurer shall serve in their respective capacities both in regard to the Club and its meetings and the Board and its meetings.

 

(a)  The President shall preside at all meetings of the Club and of the Board and shall have duties and powers

normally appurtenant to the office of the President in addition to those particularly specified by these By-laws.

 

(b)  The Vice President shall have the duties and exercise the powers of the President in case of the President's death, absence or incapacity.

 

(c)  The Secretary shall keep a record of all meetings of the Club and the Board and all votes taken by mail,

facsimile transmission or telephone conference calls, and of all matters of which a record shall be ordered by the Club.  He shall have charge of correspondence, notify members of special meetings and carry out such other duties as are prescribed by these By-laws.

 

(d)  The Treasurer shall collect and receive all moneys due or belonging to the Club.  He shall deposit the same in a bank approved by the Board in the name of the Club.  His books shall at all times be open to inspection of the Board and he shall report to them at every meeting the condition of the Club's finances and every item of receipt or payment not before reported; and at the Annual Meeting he shall render an account of all moneys received and expended during the previous fiscal year.  The Treasurer shall be bonded in such an amount as the Board of Directors shall determine.

 

Section 3.  Non-Voting Board Members. The Non-Voting Board Members shall be members in good standing who are residents of the United States of America. Non-voting members of the Board of Directors will be notified of all meetings of the Board of Directors, may attend such meetings, shall receive material distributed to the Directors, except those items to be considered in Executive Session, may propose subjects for discussion and may participate in discussions. Non-voting members will not make or second motions, vote on motions or attend executive sessions of the Board of Directors or participate in private conversations and discussion of the Board of Directors.

 

(a) Affiliated Club Presidents. The President of each recognized Affiliated club, who is a member in good standing of the Club, shall serve as a non-voting member of the Board of Directors. 

 

(b) Immediate Past President. The immediate past President of the Club may serve as a non-voting member of the Board at the discretion of the Board. 

 

(c) Membership Secretary. The Board of Directors may appoint a non-voting Membership Secretary who will serve at the pleasure of the Board of Directors and who will be responsible for the processing and record keeping of membership applications and other membership related records. He will keep a roll of the members of the Club with their addresses and perform such other duties as are prescribed by the Board of Directors. He will provide a list of all voting members to teller committee/organization and will ensure the list is present at the annual meeting. 

 

(d) Corresponding Secretary. The Board of Directors may appoint a non-voting Corresponding Secretary who will serve at the pleasure of the Board of Directors and who will be responsible for all correspondence and notifying new members of their election to membership. 

 

(e) American Kennel Club Delegate. The Directors will elect by majority vote, a person to serve at the pleasure of the Board as a Delegate to the American Kennel Club, whose duties shall be to represent the Club before The American Kennel Club at meetings of the AKC Delegate body; communicate decisions of the Delegate body to the Club and seek direction from the Board on issues considered by the Delegate body. Such Delegate need not be a member of the Board.  The Club shall comply with American Kennel Club rules regarding the credentials of said Delegate. The term of office shall be two (2) years. 

 

Section 4.  Vacancies.  Any vacancy occurring on the Board among the officers or directors shall be filled until the term of the person being replaced expires, by a majority vote of all the then members of the Board; except that a vacancy in the office of President shall be filled automatically by the Vice President, and the resulting vacancy in the office of Vice President shall be filled by the Board.

 

ARTICLE IV

The Club Year, Voting, Nominations, Elections

 

 

Section 1.  The Clubs fiscal year shall begin on the first day of January and end on the 31st. day of December. The Club's official year shall begin immediately January 1 and shall continue through the December 31.  The elected officers and Directors shall take office January 1 and each retiring officer shall turn over to his successor on office all properties and records relating to that office within 30 days after the election.

 

Section 2.  Voting.  At the annual meeting or at a special meeting of the Club, voting shall be limited to those

members in good standing who are present at the meeting, except for the annual election of officers and Directors and amendments to the By-laws which shall be decided in written ballot cast by mail.  Voting by proxy shall not be permitted.  The Board of Directors may decide to submit other specific questions for decisions of the members by written ballot cast by mail.

 

Section 3.  Annual Election; Officers and Directors.  The CSPCA will prepare, distribute, receive and count the ballots in a manner that is not in conflict with any other provision of this Article.  The vote will be taken by secret mail ballot.  The persons receiving the largest number of votes for each position shall be declared elected.  Any nominee who receives the largest number of votes and on January 1 is unable to serve for any reason, such nominee shall not be declared elected and the vacancy so created shall be filled by the new Board of Directors in the Manner provided in Article III, Section 4.  If there is only one qualified candidate for any position, that candidate will be declared elected when the results of the election are announced.  No balloting procedure will be undertaken.

 

Section 4.  Nominations.  No person may be a candidate in a Club election who has not been nominated in

accordance with these By-laws.  A Nominating Committee shall be chosen by the Board of Directors before

September 15.  The committee shall consist of three members one from each of the three regions of the USA and two alternates, all members in good standing, no more than one of whom may be a member of the current Board of Directors.  The Board shall name a chairman for the committee.  The Nominating Committee may conduct its business by mail.

 

(a)  The nominating committee shall nominate from among the eligible members of the Club, one candidate for each office and each position on the Board of Directors and shall procure the acceptance of each nominee so chosen.  The committee should consider the geographical representation of the membership on the Board to the extent that it is practicable to do so.  The committee shall then submit its slate of candidates to the Secretary who will forward the list to the editor of ÒThe Barker" on or before December 1st. So that additional nominations may be made by the members if they so desire.

 

(b)  Any member in good standing may nominate any member in good standing for any elective office, except as provided in Article IV, Section 1, wherein members must reside in the region for which they nominate persons to stand for election as Director.  Nominees must accept a nomination in writing to the Club Secretary to qualify.  Nominations will close March 20.

 

Section 5.  Ballots.

(a)  The Board of Directors will approve the ballot for the election of Officers and Directors. The ballots for the election of Officers and Directors will list all qualified nominees for each position in alphabetical order with the city and state in which they reside. Ballots may be mailed individually to every member in good standing or inserted in the July/August issue of The Barker. The Board of Directors may select an outside agent to receive and count the ballots or appoint a tellersÕ committee of six (6) members in good standing, two (2) from each region as defined in Article III, Section 1. The agent or tellersÕ committee will check the returns against a list of members in good standing as of June 1, which shall be provided, to them by the Membership Secretary together with a tellerÕs sheet. So that the ballot will remain secret, each voter, after marking his ballot, will seal it in a blank envelope, which in turn shall be placed in a return envelope, addressed to the designated agent or chairman of the tellers' committee. The voter must place his handwritten name and return address on the return envelope so it may be verified against the list of members in good standing provided by the Membership Secretary. The designated agent or tellersÕ committee must receive ballots by September 30 to be valid. No ballot will be disallowed on a technicality if the member is in good standing and the intent of the ballot is clear. The results of the balloting will be sent to the Secretary by October 10. The Board may announce the results of the election at the general meeting at the National Specialty, and shall publish the tellerÕs report of the results of the election in the October/November issue of The Barker.

 

(b) Ballots addressing amendments to the Bylaws, judging slate, changes to the breed standard and items other than the election of the Board and the AKC delegate may be sent in any issue of The Barker or by separate mailing. The ballots will be due by the 30th of the second month following the second named month of the issue in which the ballot was mailed. The ballot and complete text of any amendment or other issue to be voted on will appear beginning with the first ten (10) pages of the text in any issue of The Barker, or if by separate mailing, the complete text will be included with the ballot. The ballots may include an area for the memberÕs name, address, and phone number, signature, together with directions where the completed ballots are to be sent. The Board of Directors shall designate an agent or appoint a tellersÕ committee, as defined in Article IV, Section 5(a), to receive and tally said ballots. The designated agent or tellersÕ committee shall check the returns against a list of members in good standing and eligible to vote in said election, and such list shall be provided by the Membership Secretary together with a tellerÕs sheet.

 

ARTICLE V

Committees

 

Section 1.  The Board shall appoint a standing committee to monitor and make recommendations regarding the Standard for the Breed; however, amendments to the Standard for the Breed must be approved by the Board of Directors of the American Kennel Club.  The Board may appoint additional standing committees to advance the work of the Club.  Special committees may also be appointed by the Board to assist on designated projects.  All committees shall always be subject to final authority of the Board.

 

Section 2.  Any committee appointments may be terminated by a majority vote of the full membership of the Board upon written notice to the appointee; and the Board may appoint successors to those persons whose service has been terminated.

 

ARTICLE VI

Discipline

 

Section 1.  American Kennel Club Suspension.  Any member who is suspended from the privileges of The

American Kennel Club automatically shall be suspended from the privileges of this Club for a like period.

 

Section 2.  Charges.  Any member may prefer charges against a member for alleged misconduct prejudicial to the best interests of the Club or the breed. Written charges with specifications must be filed in duplicate with the Secretary together with a deposit of $100.00 which shall be forfeited if such charges are not sustained by the Board following a hearing. The Secretary shall promptly send a copy of the charges to each member of the Board or present them at a Board meeting, and the Board shall first consider whether the actions alleged in the charges, if proven, might constitute conduct prejudicial to the best interests of the Club or breed. If the Board considers that the charges do not allege conduct which would be prejudicial to the best interests of the club or of the breed, it may refuse to entertain jurisdiction. If the Board entertains jurisdiction of the charges, it shall fix a date of a hearing by the Board, not less than three weeks and not more than six weeks thereafter. The Secretary shall promptly send one copy of the charges to the accused member by certified mail, signed return receipt, together with a notice of the hearing and as assurance that the defendant may personally appear in his own defense and bring witnesses if he wishes.

 

Section 3.  Board Hearing.  The Board shall have complete authority to decide whether Counsel may attend the hearing, but both complainant and defendant shall be treated uniformly in that regard. Should the charges be sustained after hearing all the evidence and testimony presented by complaint and defendant, the Board may by a majority vote of those present reprimand and/or suspend the defendant from all privileges of the Club for not more than six months from the date of the hearing, or until the next annual meeting if that will occur after six months. If the defendant is found guilty and is a member of the Board of Directors, said defendant shall automatically be removed from the Board for the remainder of their current term, and the vacancy filled as provided for in Article III, Section 4. If the Board deems that punishment is insufficient, the Board may also recommend to the membership that the penalty be expulsion. In the case of a suspension, the suspension shall not restrict the defendantÕs right to appear before his fellow club members at the ensuing club meeting which considers the recommendation of the Board. Immediately after the Board has reached a decision its finding shall be put into written form and filed with the Secretary. The Secretary, in turn, shall notify each of the parties of the decision and penalty, if any.

 

Section 4. Expulsion.  If the Board deems that suspension is insufficient punishment, it may also recommend to the membership that the penalty be expulsion. Expulsion of a member of the Club shall be accomplished only at the annual meeting of the Club following a hearing and upon recommendation of the Board as provided in this Article. The defendant shall have the privilege of appearing on his own behalf, though no evidence shall be taken at this meeting. The President shall read the charges and the finding and recommendations, and shall invite the defendant, if present to speak on his own behalf. The meeting shall then vote by secret written ballot on the proposed expulsion. A two-thirdÕs vote of those present and voting at the annual meeting shall be necessary for expulsion. If expulsion is not so voted the suspension shall stand.

 

Section 5.  The Chinese Shar-Pei Club of America, Inc. is not responsible for any opinions or actions of any of its members.  No member shall use his membership in any manner which may be detrimental to the Club or which may incur liability to the Club.

 

ARTICLE VII

Amendments

 

Section 1.  Amendments to the By-laws and to the Standard for the Breed may be proposed by the Board of

Directors or by written petition addressed to the Secretary signed by 20% of the membership in good standing.  Amendments proposed by such petition shall be promptly considered by the Board of Directors and must be submitted to the members with recommendations of the Board by the Secretary for vote within three months of the date when the petition was received by the Secretary.

 

Section 2.  The By-laws and the Standard for the Breed may be amended at any time provided a copy of the

proposed amendment has been published in "The Barker" and sent to each member in good standing on the date of publication, accompanied by a ballot on which he may indicate his choice for or against the action to be taken.  The balloting and deadline procedure described in Article IV, Section 5 shall be followed in handling such ballots.  The favorable vote of 2/3 of the members in good standing who return ballots within the time limit shall be required to effect any such amendment.

 

Section 3.  No amendment to the By-laws or to the Standard for the Breed that is adopted by the Club shall become effective until it has been approved by the Board of Directors of the American Kennel Club.

 

ARTICLE VIII

Dissolution

 

Section 1.  The Club may be dissolved at any time with the written consent of not less than 2/3 of the members in good standing.  In the event of the dissolution of the Club, other than for purposes of re-organization, whether voluntary or involuntary or by the operation of law, none of the property of the Club nor any proceeds thereof nor any assets of the Club shall be distributed to any members of the Club but after payment of the debts of the Club its property and assets shall be given to a charitable organization for the benefit of dogs selected by the Board of Directors.

The cost of the online advertising will be $30.00 for a color ad that fits a typical 8.5 X 11 inch sheet of paper.  Online ads must be presented in ready to use format – .PDF or .doc.  There will be someone available to help set up ads for a fee.  Online advertising will be subject to the same editorial guidelines as the Barker advertising.

 

Content for online advertising will be screened by the CSPCA Webmaster for appropriateness. The Webmaster will consult members of the BOD with any concerns over content or taste.

 

Online advertising must be paid via Paypal on the CSPCA website. Advertisers should note Online Advertising on their payment.  Payment must be verified before ads are placed online.

 

CSPCA Past Presidents Recognition of Service:  When a current President of the CSPCA has reached the end of their term, they will automatically receive a plaque in recognition of their dedication and service to the club.  In addition to expression of our gratitude for their service it shall bear their name and years of service in the office of President of the CSPCA.  This will be presented by the current President of the club at the next Annual Awards Banquet following the end of their term of duty to the club.  If the recipient is unable to attend the banquet then it shall be promptly mailed to the recipient.

This policy pertains to proprietary information that is crucial to the continuous operation of the CSPCA.

 

All committees, sub-committees, committee chairpersons, officers, board members and club members that may be serving the CSPCA, either from an election or appointment of the board of directors of the CSPCA are expected to adhere to this policy.

 

This policy states that all committees or services to the CSPCA that use vital passwords or access codes in day to day business of the CSPCA must be shared and on file with the President, Secretary and if appropriate, the webmaster of the CSPCA in the event of a situation where either the board or an officer of the CSPCA is needed to step in to manage a committee that has ceased to function.

CSPCA Risk Management Steps: At the Board meeting of 12/07/04 a motion was made and passed to incorporate the following steps into the Barker Magazine and general operations of the club to reduce the clubs liability risks. They are as follows:

1)      Continuing the strong editorial leadership put forth by both previous Barker Editors. That is, making it clear to the readership and advertisers what is accepted and not accepted in the Barker Magazine.

 

2)      Posting the Editorial Standards in each Barker and on the Website.

 

3)      Posting the Disclaimer (currently in each Barker) more prominently in each magazine.

 

4)      Getting signed agreement to the editorial policies from each advertiser.

 

5)      The BOD could/should have in place a policy statement that reviews of all editorial and advertising content is specifically delegated to the Editor as a part of his/her role. Upon identification of controversial or potentially controversial editorial content or advertising content, the Editor agrees to consult with a subcommittee of the Board about the advisability of acceptance/publication.    

 

6)      Continuing the policy of President's Approval for any posted material on the CSPCA website.

 

CSPCA Scroll of Honor:  The Scroll of Honor is a document which recognizes by name any dog that passed away during the previous calendar year of January 1- December 31, thus honoring its life and achievements. This would include the show dogs and the great family pets. This commemorative list will appear yearly in the second quarterly issue of the Barker (April/May/June), as well as on the CSPCA website. Any CSPCA member can submit the name of a dog that they owned to be recognized. The listing should include the name of the dog, call name of the dog, date of birth and death. There is no charge for this service. Details as to where one submits their nomination(s) and the deadline for the submissions will be published in the BarkerÕs last quarterly issue (October/November/December) and also on the CSPCA MemberÕs list.

 

CSPCA Top Agility Dog Program: To promote the participation of the Chinese Shar-Pei in Agility competition and to recognize those Shar-Pei that excel in the sport and obtain AKC Agility titles.

The owner must be a member in good standing of the CSPCA at the time the dog earned its qualifying legs to be eligible for this program.

 

Determination: Qualifying legs may be earned in more than one year but the program award will be given for the year in which the title was attained.  

 

Placements will be based on a point system using qualifying scores and then times from their 3 qualifying legs as follows:

3.   Add 4 points for a 1st place, 3 points for a 2nd place, 2 points for a 3rd place or 1 point for a 4th place

 

Examples:

¥   A Novice dog qualifies with 1 refusal and 1 wrong course but is 11 seconds under SCT.  The                

    dogÕs score is 90 and comes in 3rd place in its class. The dog will receive 90 points (score) plus

    11 points (time under SCT) plus 2 points (3rd place) for a total of 103 points from this leg. 

 

¥   An Excellent dog qualifies 18 seconds under SCT. Score of 100 plus a 1st place. The dog will

    receive 100 points (score) plus 18 points (time under SCT) plus 4 points (1st place) for a total of 122   points from this leg.

 

Awards:

The Top Agility Dog Program will recognize dogs in both Standard and Jumpers classes. Plaques will   be awarded for 1st place and certificates will be awarded for 2nd - 4th places. Novice, Open, Excellent, Masters, A, B and Preferred will all be awarded. All MACH get a plaque.

 

 Awards will be presented at Nationals.  These dogs will also be given recognition by being listed in the Barker and on the CSPCAÕs web site.

 

Applying for an Award:

The AKC top agility dogs report only shows dogs competing at the highest level, so in order to receive recognition it is the responsibility of the owner/handler to keep up with the required information and submit it to the Agility Chairperson.   You must send the information from each qualifying leg of a title—score, standard course time, actual time, and placement (if any) to the Agility Chairman by July 1 each year.

 

Limitations:

Should the same dog be awarded more than one 1st place, all awards shall be listed on a single plaque.

Award plaques for Preferred classes will only be presented if a dog has not earned a title in its corresponding regular class. However, a dog can be awarded a plaque for a regular class even if it has its corresponding Preferred title.

 

Effective:

This program will become effective with AKC Agility titles earned in 2003. 

 

CSPCA Top Twenty Five Invitational, The: 

 

Invitational Eligibility - Dogs eligible for this competition are the Best of our Breed by virtue of the number of dogs and bitches that they have defeated in the Best of Breed wins. A spayed/neutered dog who had otherwise qualified for the Invitational would be invited to compete. Group and Best in Show wins are not counted. Statistics come from the American Kennel Club and include all wins from June 1 through May 31.

 

The Invitational competition is intended to provide a unique educational experience for breeders, exhibitors, spectators and judges by offering an exceptional opportunity to evaluate those Chinese Shar Pei, which by virtue of breed competition during the previous year have been deemed to be the Best Twenty-five dogs of our breed. Using a 'scale of points' each dog is evaluated according to how closely it conforms to the AKC approved breed standard. This judging approach is both positive and quantifiable. This procedure is not utilized at any other conformation competition.

 

The 3 Judges are selected by the Invitational Committee and are kept a secret until the event.  A dog owned or co-owned by an Invitational Committee member can be shown and judged but only for exhibition.  The secrecy of the judging panel is significantly different from the judging we see today, in that the owners of the Top 25 dogs enter this show based on the merits of their dogs -- not on who is judging.

 

The judging panel consists of:

1. A CSPCA breeder judge – with minimally 5 or more yrs. documented experience in the breed and having bred 4 litters resulting in either two CSPCA Champions or two AKC Champions of record.

2. A breeder judge – AKC approved to judge CSP, OR a professional handler experienced with Chinese Shar-Pei.

3.  An AKC licensed judge, licensed to judge CSP and at least four other breeds in any Group.

 

The Winner of the Invitational will be announced at the end of the event.

 

Invitational Committee:  This committee serves at the pleasure of the Board of Director.  The committee will insure that the Invitational is conducted in accordance with the rules set forth by the Board of Directors.  Changes to the rules may be recommended by the Committee but must be approved by the Board of Director and placed in the Policies and Procedure Manual prior to going into effect.  The Chairperson will decide who will be on the committee. This committee consists of three distinct positions, which may or may not necessitate three individuals: Chairman, responsible for all aspects of the Invitational; Event Registrar, responsible for all paperwork and record keeping of the Invitational; Committee Members - who will Steward at the Event as well and assist in Judges Selection.  The Treasurer used for the Invitational will be the CSPCA Club Treasurer.

 

Invitational Procedure: 

1. All Invitational dogs will meet early in the evening for their group photo. They will go to a smaller central holding area where they will be judged by the 3 judge panel - three at a time - but away from the general audience. It is hoped that these Judges will still remain secret as long as possible. This portion of the judging will include ONLY the Òhands onÓ judging portion of the Scoring - All areas of judging EXCPEPT the movement portion of the Scoring. While this is taking place, the tallies for this first portion will added up.

 

2. After this judging portion is concluded, everyone - including all handlers and owners AND the judges now revealed, will have dinner together as a group. There will be NO judging during the dinner.

 

3. After dinner in concluded, the movement portion of the event will be held before the crowds in the hall. One at a time each dog will enter the ring - do two complete go arounds - two down and backs and end with another go around - giving the three judges the opportunity to clearly see the entire movement of each dog. (SPECIAL ADDED EVENT:  While this is going on, the members of the audience will be selecting a Peoples Choice Award.  Each table will have a set  of ballots on which every person at the table may select their favorite dog - The Peoples Choice Award will be given to the dog receiving the most votes and it will be awarded just before the Invitational winner is announced. )

 

 4. Some brief amount of time, after the Movement portion of the judging, will be spent on a possible auction (for the Trust, Rescue, a special project of the CSPCA) or brief entertainment.  This will be held for only a short time while final judging tallies are completed.

 

5. When ready, One by one each of the CSPCA Top Twenty-Five Invitational dogs in the competition will be introduced to the Audience.  As each dog enters the ring, their own specially chosen music (provided by the owners) will be played. The dogs will do several go arounds - go on the ramp at center ring and pose for the audience, giving the crowd their opportunity to respond. Each of the dogs does this one by one and then leaves the ring for the next dog to enter to its chosen music. (The Peoples Choice Award voting ends during this part of the evening.  They will vote BY table and give a vote total for each dog.).

 

6. The dogs are introduced again as the Peoples Choice Award votes are tallied and each dogs very brief bio will be read to the audience as the dog enters the ring.  They will all remain IN the ring until the introductions are completed.

 

7. The Peoples Choice Award will then be announced.  Then the Invitational Winner is announced and finally the CSPCA Invitational Raffle winner is found.

 

8. There will be a final go around by the CSPCA Top Twenty-Five Invitational Winner to His or Her music.

 

CSPCA, Valued Member Award:  CSPCA, Valued Member Award:  The purpose of this award is to increase the recognition of the many important contributions made by CSPCA members to our Club and breed.  This award will be given on a bimonthly basis (to coincide with the Barker Magazine schedule) to a CSPCA member whose behavior or actions benefit the CSPCA, or reflect positively on the CSPCA or the Chinese Shar-Pei breed.  Each recipient of the award will be featured in the Barker Magazine with a paragraph describing why he or she was chosen for this award.  A photograph will accompany the article. Each recipient will also be given the honor of selecting the next CSPCA Valued Member Award for the next Barker issue.

 

Each yearÕs recipients of the Valued Member Award will be given a certificate signed by the CSPCA President at the Annual National Awards Banquet. The CSPCA Valued Member Award will have a club member designated as a steward to monitor the continuity of the award, and to insure that the appropriate information on the award is included in each Barker Magazine.

 

Recipients of this award may be CSPCA members demonstrating long-term service to the Club/breed, or may be a CSPCA member that reacts to an isolated situation in a manner that reflects positively on our breed and Club.

 

This award starts with the Sept.-Oct. 2005 issue of the Barker.  Recipients will be listed yearly in the PPM.

Challenge Trophies:  Challenge trophies are to be won at the CSPCA Annual National Specialty show. Trophies introduced after 1/1/2000 may not carry any personal or kennel names; only dedications to deceased individuals or dogs will be allowed.  Currently they are as follows:

 

á       Best of Winners - AKC Delegates Challenge Trophy

To be given to the Best of Winners.  The AKC Delegates Challenge Trophy was established in 1996.  The trophy is in Commemoration of AKC Recognition of the Chinese Shar-Pei on August 1, 1992.  Limited Edition Lady Liberty Bicentennial Waterford Crystal Plate set in a Wooden Base, offered by the CSPCA, Inc. through the generosity of Cathi Schneider-DiGiacomo for competition at the National Specialty Show.  For permanent possession the same owner, not necessarily with the same dog or at consecutive shows, must win it three (3) consecutive times.  The names of the winning dogs will be engraved on the trophy, and held by the CSPCA, Inc. until it is won outright.

 

á       Best Bred By Exhibitor Memorial Trophy

To be given to the Best Bred By Exhibitor.  The Best Bred By Exhibitor Memorial Challenge Trophy was established in 1996.  The trophy is a Limited Edition Bronze Shar-Pei Sculpture set on a Wooden Base, offered by the CSPCA, Inc. through the generosity of Vicky Teshera in memory of CH. Shen Li Ricky Red for competition at the National Specialty Shows.  For permanent possession it must be won three (3) consecutive times by the same owner, not necessarily with the same dog nor at consecutive shows.  The names of the winning dogs will be engraved on the trophy, and held by the CSPCA, Inc. until it is won outright.

 

á       Best Horsecoat Junior Dog 

 To be given to the Best Horsecoat Junior Dog.  The Best Horsecoat Junior Dog Challenge Trophy is a

silver plated trophy set on a marble base, offered by the CSPCA, Inc. through the generosity of Muriel

Montess de Oca for competition at the National Specialty Show.  For permanent possession it must be

won three (3) times by the same owner, not necessarily with the same dog or at consecutive shows. The

names of the winning dogs will be engraved on the trophy, and held by the CSPCA, Inc. until it is won

outright.

 

á       Best Junior Handler Challenge Trophy

To be given to the Best Junior Handler.  The Best Junior Handler Challenge Trophy was established in

1996.  The trophy is a 16 1/2 inch double handled Brass Plated Loving Cup set on a Wooden Base,

offered by the CSPCA, Inc. through the generosity of Robert Hall for competition at the National

Specialty Show.  For permanent possession it must be won three (3) times by the same owner, not

necessarily with the same dog or at consecutive shows. The names of the winning dogs will be engraved

on the trophy, and held by the CSPCA, Inc. until it is won outright.

 

á       Best of Breed - Founders Challenge Trophy

To be given to the Best of Breed.  The Founders Challenge Trophy was established in tribute to the

founders of the CSPCA, Inc. featuring a Gold Plated Chinese Shar-Pei mounted on a wooden stand,

offered by the CSPCA through the generosity of Bertam and Ann Hickman for competition at the

National Specialty Show.  For permanent possession must be won three (3) times by the same owner, not

necessarily with the same dog or at consecutive shows.  The name of the winning dogs will be engraved

on the trophy, and held by the CSPCA, Inc. until it is won outright.

 

á       Grand Futurity Winner - Rosemary De la Fuente Maturity Challenge Trophy

To be given to the Grand winner of the futurity.  The De la Fuente trophy was established in 1998.  The

trophy is a bronze Chinese Shar-Pei set on a wood base, offered by the CSPCA through the generosity of

the Ralph De le Fuente family in memory of Rosemary.  For permanent possession, it must be won three

times by the same owner, not necessarily with the same dog, nor at consecutive shows.  The names of the winning dogs will be engraved on the trophy and held by the CSPCA until it is won outright.

 

á       High in Trial - A Mikasa "Marissa" footed crystal trophy on an engraved wooden base is offered by Mike and Jocelyn Barker, Big Sky Chinese Shar-Pei, for the Highest Scoring Chinese Shar-Pei in regular classes at the CSPCA National Specialty Show.
