The President Grace Fritz was at her home in Stilwell, Kansas and the Secretary was at her home in Griffith, Indiana.
Board members present: Grace Fritz, President; Jeff Vidt, Vice-President; Pat Pramuk, Secretary; Roy Anderson, Western Director; Georgette Schaefer, Eastern Director; and Directors-at-Large, Alice Fix, Marilyn Vinson, Beverly Wall, Gail Garrison, Mike Lauer and Debby Smith. Absent were: Marilyn Currey, Treasurer and Tim Bergeron, Central Director.
Non-voting members present were: Karen Kleinhans (past president), Deanna Liskey (Northern California Club), Marge Calltharp, (Barker Editor), and Lee Arnold (CSP Charitable Trust).
The meeting was called to order @8:06 p.m. CST.
*Minutes from March 25, 2008 were approved with no opposition.
*Approved members listed in Jan./Feb./March 2008 Barker. No applicants were
opposed.
*Approved Final Updates for the PPM-Including Changes from Board meeting date
10-2-07 through 3-25-08. All contents had previously been voted on by the board. No
opposition.
REPORTS:
*PRESIDENT’S REPORT
*Alan Klessig has been named the Managing Editor of the Barker. The Barker staff will report to the Board at an upcoming meeting regarding the staff responsibilities, procedures and timelines in regards to the staff changes.
*There will be two ballots sent out in mid-July. One ballot to include the election of club Officers and the second ballot will be for the revision of the Bylaws. All ballots will be going out to all voting members. Judge selection ballots will be mailed to voting members who have entered a dog in a National Show in the past three years or are on an affiliated club exhibitor list. Alice Fix and Deanna Liskey have prepared this list and their work is greatly appreciated.
*Revision of the Bylaws includes provision for a club newsletter. This is needed due to the quarterly Barker publication and the need to vote members into the club more quickly. Also, announcements or timely club information can be shared prior to magazine publication dates.
*The CSPCA will be receiving a letter regarding a proposal for the realignment for AKC Groups. It is important that all members be informed on the topic and be allowed the opportunity to provide feedback. Grace Fritz will work with Lee Arnold and Re-Alignment Committee member Karen Burgess to develop a ballot to allow members chance to vote on this topic.
SECRETARY’S REPORT – No Board Meeting held in April or May, 2008.
TREASURER’S REPORT – No Report. Statements shared from March and April 2008 been approved as filed.
COMMITTEE REPORTS –
*Alice Fix – Public Education Committee Chair. The New Members Handbooks have
been mailed to 71 new members of the club. They will be mailed out to all new first
time members.
*Jeff Vidt – Obedience Committee Chair – Agility has added new class designations – PREFERRED and FAST. These will be recorded as possible awards for eligible Chinese Shar-Pei.
*CSP Charitable Trust – Grace Fritz reporting for Lee Arnold on T-shirts ordered with David King artwork. Tammy Browning-Smith gained permission for this artwork to be used. All sales to benefit CSP Charitable Trust. Lee Arnold will be auctioning articles at our National Banquet also.
OLD BUSINESS – Trophies submitted by Gail Garrison for the National Specialty Show for 2008 are within the allowed budget and are approved by the Board. They are hand painted pottery.
NEW BUSINESS – Motion was made by Marilyn Vinson to approve the nomination of Marge Calltharp for CSPCA Delegate. Seconded by Beverly Wall. No opposition from the Board. Motion was carried.
Motion was made by Beverly Wall to approve the Bylaws Revision draft as submitted by Marilyn Vinson. No opposition from the Board. Motion was carried.
Motion was made by Gail Garrison to approve Ballots (Board Election and 2010
Judge Selection) to match with the timing of the Barker. Revisions incorporated and
improvement in punctuation, clarity and items being changed will be noted in the Barker. Seconded by Debby Smith. No opposition from the Board. Motion was carried.
Motion was made by Mike Lauer to approve the Teller’s Group (NAP Beaumont Chapter) to count votes. Estimated cost $350 - $400. Seconded by Georgette Schaefer. No opposition from the Board. Motion was carried.
Motion was made by Marilyn Vinson to increase dues and postage as follows:
Associate member $40
Single member $50
Family member $55
First class postage $16
Foreign Membership rate increased by $35
Canadian Membership rate increase by $25
Rate increase to begin July 1, 2008.
Seconded by Beverly Wall. No opposition from the Board. Motion was carried.
This reflects the increase in operating costs and postage as well as the need for a club Newsletter (see above). All foreign membership will include first class postage. (Many countries do not allow a bulk rate and monies are lost in mailing several subscriptions.)
The Canadian rates are less due to cheaper postage rates.
Motion was made by Debby Smith to approve the sponsorship for AKC performance and
conformation dogs competing at the Eukanuba National Championship for 2008. Seconded by Alice Fix. No opposition from the Board. Motion was carried.
We have agreed to pay for the conformations and agility medallions and will also pay for an obedience medallion if we know that a CSP will compete in obedience classes. Jeff Vidt to advise on this topic. Pat Pramuk to follow up on ordering awards.
Discussion of Take The Lead organizations donation. Decision to table this donation until
after the 2008 National Show.
Motion was made by Alice Fix to approve the CSPCA Canine Distinguished Service Award as a way to recognize Chinese Shar-Pei that has performed some exemplary act that has significantly benefited a community or an individual. Seconded by Georgette Schaefer. No opposition from the Board. Motion was carried.
The CSPCA Board of Directors will select all recipients of the Award from the nominations. Any dog approved for the award will receive a certificate of recognition at the CSPCA Awards Banquet. The winning nominations will also receive a write up in The Barker, on the CSPCA web site, and in our breed column in the Gazette when possible. There shall be no limit to the number of awards given out each year.
Any Chinese Shar-Pei that wins the AKC Award for Canine Excellence (ACE) or is an Honoree of the AKC ACE Award will automatically be eligible for the CSPCA Canine Distinguished Service Award.
In order to recognize any dog that has received either the AKC ACE Award or been an ACE Honoree before 2008, any such dog will be eligible to receive the (CDSA) award in 2008, regardless of whether the dog is still living or must be awarded the honor posthumously.

Motion was made by Gail Garrison to approve a policy that all secret ballot voting by the BOD will be returned to the Club Secretary. Seconded by Beverly Wall. No opposition from the Board. Motion was carried.
ANNOUNCEMENT- Bev Wall announced that Lee Arnold will auction items at the annual banquet. She has received a painting “The Guardian” for auction with proceeds to the Mast Cell research. Lee Arnold reported that a club member is donating a collection of rare Chinese Shar-Pei memorabilia for auction at the banquet as well.
Motion to adjourn was made by Gail Garrison at 9:05 p.m. CST. Seconded by Debby Smith.
