The President Karen Kleinhans was at her home in Pawnee, Illinois and the Secretary Jo Ann Redditt was at her home in Alexandria, Virginia.
Board members in attendance were: Karen Kleinhans, President; Jeff Vidt, Vice President, Jo Ann Redditt, Secretary; Marilyn Currey, Treasurer; Eastern Director, Mike Lauer; Central Director, Tim Bergeron; Western Director, Bob Rosenberger; Directors At Large, Gail Garrison, Grace Fritz, Deb Cooper, Alice Fix and Marilyn Vinson. Debby Smith, Director At Large, was absent.
Guests present were: Deb Taylor, Presidents' Alliance and Northern Washington CSP Club; Roy Anderson, Membership Secretary; Marge Calltharp, Barker Editor and AKC Delegate and Bob Calltharp, Berkshire Spur Club .
The meeting was called to order at 8:06 EST by President Karen Kleinhans.
Deb Cooper made a motion to approve the minutes of the November 20, 2006 minutes, seconded by Grace Fritz. The motion passed unanimously.
Grace Fritz made a motion to approve the minutes of the September 27, 2006 minutes, seconded by Deb Cooper. The motion passed unanimously.
President's Report - None given.
Secretary's Report - Jo Ann reported the announcement from AKC that Member clubs may nominate one candidate in each of three event categories, conformation, companion events and performance for Lifetime Achievement Awards.
Treasurer's Report - Deb Cooper made a motion seconded by Bob Rosenberger to approve the November/December Treasurer's Report. The motion was approved unanimously.
COMMITTEES
Marilyn Vinson made a motion, seconded by Grace Fritz to approve the Barker Bid Committee (Chair, Joetta Melton, Deb Cooper and Marge Calltharp). The motion was approved unanimously.
Bob Rosenberger made a motion, seconded by Deb Cooper, to approve Alice Fix as Co-chair of the Public Education Committee. The motion was approved unanimously.
Grace Fritz made a motion, seconded by Marilyn Currey to approve the Awards Committee Description of CSPCA Awards: "Various awards are presented at the Awards Banquet which is held each year at the CSPCA National Specialty Dog Show.
You must be a member of the CSPCA to qualify for any of these awards. This is just a brief summary of the awards. The actual requirements and more information on any of these awards is available in the CSPCA Policy and Procedure Manual (PPM). It can be found in the Member's Only area of the CSPCA website."
The motion was approved unanimously.
Bob Rosenberger made a motion, seconded by Deb Cooper to approve the language of the Agility Awards: "Each year the top Shar-Pei that have competed in Agility are recognized with awards. The AKC top agility dogs report only shows dogs competing at the highest level, so in order to receive recognition it is the responsibility of the owner/handler to keep up with the required information and submit it to the Agility Chairperson. You must send the information from each qualifying leg of a title
score, standard course time, actual time and placement (if any) to the Agility Chairman by July 1 each year. Instructions for submitting information and rules can be found on the CSPCA website. On the home page, click on the Dog Recognition button, click on Agility, and then click on Agility Rules to obtain this information. First through fourth highest scoring places are awarded for the following classes:Novice Agility (NA)

Language for PPM on Agility: Agility Advisor - The advisor will promote the working aspects of the Chinese Shar-Pei in agility events and competition.
They can help you with any training problems or assist you in finding specific training information. The advisor also generates a list of the top winning Shar-Pei in Agility each year to turn over to the Award's Chairman so that appropriate awards can be presented.
Futurity/Maturity Encore Award - this award is presented to a dog that wins first place in its class in futurity competition, then the following year it also wins first place in its class in the Maturity competition.
Junior Showmanship Awards - Top Junior Awards - These awards are given to the top boys and girls (at least 9 years old and under 18 years old) showing Shar-Pei in Junior Showmanship classes during the year. The number of dogs defeated is recorded by the Junior Advisor from the AKC Awards records, and tallied at the end of the year. The Junior with the most accumulated points in each region (West, Central and East) is recognized by the CSPCA. Of these winners, the Junior with the highest number of accumulated points overall, is awarded an additional award of the Highest Overall Junior of the Year.
Ernest Albright Junior Handler Memorial Grant - This grant is divided into two different awards for Junior Showmanship. The full details on how to qualify and apply for each of these grants can be found in the Policy and Procedure Manual located in the Member's Only area of the CSPCA website.
1. The Westminster Kennel Club CSPCA Junior Handler Grant - The proceeds from this grant are to be used to defray the cost of entering and attending the Westminster Dog Show.
2. The CSPCA Junior Handler National Specialty Grant - The proceeds from this grant are to be used to defray the cost of entering and attending the CSPCA National Specialty.
Lifetime Memberships - Periodically the CSPCA Board of Directors will honor a member of the club with a Lifetime Membership in recognition of outstanding service to the Club and to the breed. Anyone who has been a member for 20 or more years may be considered for a lifetime membership. An individual's contributions to the Club over the 20 years will be a determining factor for this membership.
Obedience Awards - Each year the CSPCA recognizes the top scoring obedience dogs for the year. All the dogs' scores are tallied by the Obedience chairman from the AKC Events and Awards Catalog. There is no need to apply for these awards. Awards are given for the first through third places with the top average scores of the three legs in the following classes: Novice, Open, Utility.
Rally Obedience Awards - These awards are presents by the same criteria as the Obedience Awards. The Rally Chairman tallies all the dogs' scores from the AKC Events and Awards Catalog. Awards are given for the first through third places with the top average scores of the three legs in the following classes:
Rally Novice, Rally Advanced, Rally Excellent.
President's Alliance Awards - These awards are given to the winners in certain categories from the local CSPCA affiliated clubs. They are judged by a panel of judges and the winners are announced at the Awards Banquet at Nationals.
The winner and the first runner-up are both recognized: Best Affiliated Club Newsletter, Best Affiliated Club Website.
Rescue Awards - Many people throughout the country participate in Shar-Pei Rescue. It takes the efforts of many people to get the job done. At times there are volunteers who go above and beyond the normal call of duty. As a way to recognize such special contributions, the CSPCA Rescue Chairman asks for nominations for Rescue Awards. Nominations for the award are mailed to the Rescue Chairman by any member of the CSPCA, stating in 100 words or less, why the named person should receive a rescue award. All nominees must also be members in good standing of the CSPCA. Nominations must be received by the CSPCA Rescue Chairman by June 1st each year. The Rescue Chairman and his committee select the winners from the nominees.
Register of Merit (ROM) - ROM awards are given to Chinese Shar-Pei that have produced the required number of champions to qualify for this award. Any Chinese Shar-Pei male owned or co-owned by a member of the CSPCA will automatically qualify for the title of "Register Of Merit" when he has a minimum of ten get which have earned their conformation championship title (not necessarily out of the same dam). And any Chinese Shar-Pei female owned or co-owned by a member of the CSPCA will automatically quality for the titled of "Register of Merit" when she has a minimum of five offspring that have earned their conformation championship title (not necessarily sired by the same male). The Chairman of this committee keeps the records and any dog that meets these qualifications during the year will qualify to be recognized at the Awards Banquet held in conjunction with the National Specialty in the year following such eligibility.
Therapy Awards - Any dog that has been registered as a Therapy Dog through a recognized Therapy Testing Program, and has actively done regular therapy work during the year, will qualify for a Therapy Award. One must apply for this award in order to receive the recognition. Instructions of how to apply and the necessary proof of eligibility needed to send to the Therapy Chairman are listed on the CSPCA website. On the home page, click on the Dog Recognition button, then click on Therapy, and then click on Therapy Rules to obtain this information.
Top Dog and Top Bitch Awards - The purpose of these Awards is to promote the exhibition of Chinese Shar-Pei in the various Regional Shows and Specialty Shows as well as the National Specialty. The top winning dogs at each Specialty show receives a point for each dog defeated. The Top Dog Chairman keeps a record for all the winning dogs, obtained from the AKC Awards books. The Top Dog and the Top Bitch are recognized at the National Specialty Awards dinner.
The official competition year is from January 1st to December 31st. You can find the formula for calculating the points for this award in the PPM under Top Dog Award. The PPM can be found on the CSPCA website in the Members' Only area.
Valued Member Award - This award is a way that members of the CSPCA can recognize other members of the CSPCA for their contributions to the breed. The Valued Member recipient must be a CSPCA member. They may be selected for any single event or a long term contribution to the Chinese breed. The person that wins this award is responsible for choosing the next winner. The winner is required to write a brief description of why they are choosing the next recipient of this award. It is also the winner's responsibility to send the information in a timely fashion to The Barker's editor.
Versatility Awards - These awards are a way to recognize the versatility of the Shar-Pei. These dogs have titles in two or more areas of competition. One must apply for this award. Application forms and the rules required for application are available on the CSPCA website. On the home page, click on the Dog Recognition button, click on Versatility, and then Versatility Rules.
Complete instructions are listed as well as how to send the necessary information to the Versatility Chairman.
Marilyn Currey made a motion, seconded by Marilyn Vinson to establish Veteran Stud Dog/Brood Bitch Classes at Nationals. "The Stud dog or Brood Bitch must be a veteran (7 years) as would the get. Get would be limited to at least two, but no more than four. Any or all could be spayed/neutered and would not have to be entered in any other class at Nationals. We would have one entry fee for this class." The motion passed unanimously.
Grace Fritz made a motion, seconded by Michael Lauer that the Veteran Stud Dog/Brood Bitch class be a provisional class not requiring a full trophy donation; this class may be dropped if there is little or no interest in the class.
The Board unanimously approved the motion on a provisional basis, meaning it will not require full trophy donation or sponsorship and can be canceled for future nationals depending on the support of the class.
Grace Fritz made a motion, seconded by Michael Lauer to approve the language referring to Mentoring Qualifications, "For use of the Judges' Education Comm ittee. The list of mentors the CSPCA Judges Education Committee uses is in conjunction with putting on 'Parent Club Approved' Seminars and as approved ringside mentors for the American Kennel Club judges' education process.
Mentoring Requirements:
Active in Shar-Pei for at least 12 years (must be documented) Must have been a continuous member of the CSPCA for ten (10) years Must have bred four (4) litters (CSPCA, AKC, CKC) Must have bred four (4) champions (CSPCA, AKC, CKC) In addition, a mentor must understand structure, history of the breed and be able to teach. They must have:
the ability to convey knowledge
the ability to apply objectivity and confidentiality willingness to refer to other resources ability to understand the responsibility of mentoring, e.g., be willing to make a recommendation that may not be welcomed by the student.All members desiring to be listed as approved mentors will contact the Judges Education Chair. After a review of the applicant's background and qualifica tions, the JEC may interview and discuss the breed with the member. The JEC can refuse or revoke mentor status to any member and that member can appeal that decision to the Board of Directors.
This list will be updated every January, verifying membership in the CSPCA, evaluation of any problems we have had over the past year, allowing new people to add to the list and others to leave if they wish." The motion was approved unanimously.
Marilyn Vinson made a motion, seconded by Alice Fix to approve the language clarifying the Morison Award: "William Morison Award - This is the highest award that the CSPCA bestows on any individual. It is an award to recognize that person who has dedicated his time, talent, effort and resources to the benefit of the CSPCA. This individual is one who has given to the Club reliably and unfailingly over time. Any 'voting' member of the CSPCA can nominate any other 'voting' member of the CSPCA for this award. The exact qualifications and details can be found in the Policy and Procedure Manual in the Member's Only area of the CSPCA website."
Language clarification of the Morison Award: "No voting Board member will be eligible for the award while seated on the Board of the CSPCA."
The motion was unanimously approved.
UNFINISHED BUSINESS
Gail Garrison made a motion, seconded by Alice Fix to approve the new members listed in the September/October 2006 Barker. The motion was approved unanimously.
NEW BUSINESS
Marilyn Vinson made a motion, seconded by Gail Garrison regarding the policy of the membership chair: "The CSPCA Membership records accurately reflect membership dates. Once there is a lapse, you will have a new membership date to reflect that. The CSPCA is willing to review questions and proof of continuous membership (not merely activity in the breed.) Continuous membership dates may be reviewed of members able to provide proof of payment of dues contrary to information contained in the club records. The CSPCA Membership Chair makes every effort to accurately record membership." The motion was approved unanimously.
Grace Fritz made a motion , seconded by Marilyn Currey to approve the purchase of 100 non-flag, 30-year membership pins plus preprinted cards (@ $.10).
The motion was approved unanimously.
Grace Fritz made a motion, seconded by Marilyn Currey that beginning with the July/August 2007 issue of The Barker the policy will be:
1. to eliminate advertising contracts.
2. to raise the price of color ads to $300.00 and keep black & white ads at $100.00.
3. to price "spotlight" ads at $30.00
The motion was approved unanimously.
Mike Lauer made a motion, seconded by Gail Garrison to approve the Chic"
program as presented by Grace Fritz:
"Chinese Shar-Pei will benefit when increasing numbers of dogs participate in the CHIC program. As our membership learns more about the importance of health screening and the value of the CHIC registry, the breed may experience substantial, long range benefits. As an outgrowth of educational efforts by the CSPCA, it is hoped that the following recommendations will be incorporated as Club Policy. These recommendations are entirely voluntary, and seek to reward and recognize those who have attained the honorable level of CHIC certification.
It is hoped that these efforts will help to make additional health screening a common practice for CSPCA members.
Any owner or co-owner of a Chinese Shar-Pei that receives a CHIC listing may advertise in club publications (Barker or Breeders Directory) with the CHIC logo. The person using this designation must be the owner of record at the time the dog receives the Chic Number.
Each dog or bitch attaining a CHIC Number will receive a limited edition pin.
One pin per dog
to be provided to owner of record. Other co-owners may purchase a pin for a nominal fee. The Kick Off for the pin handout will be the Awards Banquet for the 2007 National Specialty Show. 100 limited edition pins will be purchased for the CHIC promotion. At this time, a grant from the CSP Charitable Trust is pending for the purchase of these pins. Otherwise, donations have been pledged for this purpose. No cost to the CSPCA.Our group recommends that health information from all registries included in the CHIC program be published in the Barker as often as space permits, and at least on an annual basis. Health articles containing information about the CHIC program and health screenings should be included in the Barker as often as possible. Each CSPCA National Specialty Show Committee is encouraged to hold either screenings or provide educational material promoting the CHIC program.
The Barker will offer an annual section for CHIC certified dogs to be advertised. (Similar to the Veterans or Stud Dog issue.) The CSPCA will provide space on the website under the Health Link to make educational materials available on the CHIC program. The names and photographs of Chinese Shar-Pei CHIC certified dogs will be available through this link.

The motion was approved unanimously.
Marilyn Currey made a motion to adjourn, seconded by Tim Bergeron. The motion passed unanimously by those present. The meeting was adjourned at 10:10 EST.
