The President, Karen Kleinhans was at her home in Pawnee, Illinois and the
Secretary was at her home in Alexandria, Virginia.
Board members in attendance were: Karen Kleinhans, President; Alan Klessig, Vice
President, Jo Ann Redditt, Secretary; Marilyn Currey, Treasurer; Mike Lauer,
Eastern Director; Tim Bergeron, Central Director, Bob Rosenberger, Western
Director and Gail Garrison, Debby Smith, Beverly Wall, Grace Fritz and Deb
Cooper , Directors At Large.
Non-voting members present were: Alice Fix, Centennial CSP Club; Gail Tighe,
Desert To The Sea, CSP Club; Cyndi Skinner, Harmony Bay CSP Club; Domino
Alleman, Greater Houston CSP Club, Scott Strong, Hoosier State CSP Club; Roy
Anderson, Membership Secretary, Sue Anderson, Webmaster; and Marge Calltharp,
Barker Editor.
The meeting was called to order at 8:09 EDT by President Karen Kleinhans.
The minutes of the May 25, 2005 meeting of the Board of Directors were approved
by a motion by Alan Klessig, seconded by Gail Garrison and a unanimous vote in
the affirmative.
President's report - None Given
Secretary's Report - None Given
Treasurer's Report - Marilyn Vinson made a motion, seconded by Alan
Klessig to approve the April 2005 Treasurer's Report. The vote was unanimous to
approve. Deb Cooper made a motion, seconded by Alan Klessig to approve the May
2005 Treasurer's Report. The vote was unanimous to approve. Marilyn Currey
reported that the CSPCA Treasury has in excess of $100,000 and requested approve
to move $50,000 into an interest-bearing account. Marilyn Vinson made a motion
to have a resolution to open an interest-bearing savings account or Certificate
of Deposit in the name of the CSPCA and transfer $50,000 into that account.
Beverly Wall seconded the motion and it was approved unanimously.
Marilyn Currey made a motion to amend the resolution to include a Money Market
account. The motion was seconded by Deb Cooper and the vote was una nimous in
the affirmative.
Marilyn Currey requested that all checks for National activities be made to the
CSPCA.
COMMITTEES
Ad Hoc Awards:
(1) Futurity/Maturity - Marilyn Currey made and Alan Klessig seconded a motion
to reinstate the award for a dog that wins its class in both Futurity and
Maturity at the National Specialty as described in the Futurity and Maturity
descriptions under: "Trophies and Ribbons." Award should be presented by
Director of Futurity/Maturity, CSPCA President, or Nationals Specialty Show
Chairman at the annual Awards Banquet the year after the dog has won its
Maturity Class. The vote was unanimous in the affirmative.
(2) Presidents' Alliance - Website/Newsletter Award, Bob Rosenberger made a
motion, seconded by Deb Cooper to approve the language as recommended by the
Chairman of the Ad Hoc Awards Committee, "The President's Alliance gives awards
to Affiliated Clubs for the Best Newsletter and for the Best Website.
There is also a Runner-up for both. Each Club is asked to submit a newsletter to
our three judges and each club is asked to print out the first page of their
website, send it to the three judges who will then go to the website and judge
on its content. This award has been given yearly at the CSPCA Nationals."
The vote was unanimous in the affirmative.
(3) Obedience - Top Dog Rally - Alan Klessig made a motion, seconded by Bob
Rosenberger to approve a Top Dog Rally Obedience Program, the exact language to
come from Jeff Vidt, Obedience Chairman.
(4) Therapy Dogs - Bob Rosenberger made a motion, seconded by Deb Cooper to
approve Committee Chairman's recommendation that first time recipients receive a
medallion and certificate and repeat dogs receive a certificate. A special award
may be given to a dog the chairman feels exemplifies the best of therapy dogs as
they represent the breed in therapy work. The vote was unanimous in the
affirmative.
(5) Twenty Year Pins - Marilyn Vinson made a motion, seconded by Bob Rosenberger
that when Twenty Year Pins are awarded to a member a note of appreciation is
also given to the recipient. The vote was unanimous in the affirmative.
(6) Past President's Award - Marilyn Vinson made a motion, seconded by Alan
Klessig to change the name of this award to Past Presidents' Recognition and a
plaque with their name, years of their term(s) and in appreciation for
their service. It is to be presented at the first National Specialty banquet
following their service or mailed by the succeeding president. The vote was
unanimous in the affirmative.
(7) Register of Merit - Michael Lauer made a motion, seconded by Deb Cooper to
approve the language change recommended by the ROM Committee Chairman, "Any
Chinese Shar-Pei male owned or co-owned by a member of the CSPCA will
automatically qualify for the title of 'Register Of Merit' when the following is
accomplished: A minimum of ten get, not necessarily out of the same dam, have
earned their conformation championship title. Any Chinese Shar-Pei female owned
or co-owned by a member of the CSPCA will automatically qualify for the title of
'Register Of Merit' when the following is accomplished: A minimum of five
offspring, not necessarily sired by the same male, have earned their
conformation championship title. The Register of Merit title, when used in
print, may be abbreviated as 'ROM' and is to be used following any obedience
title designations after the dog's name; for example, CH. Fido CDX, TDX, ROM.
This award may be applied for and/or awarded after the death of the dog. It will
only be awarded once per qualifying dog or bitch. A listing of those dogs and
bitches that have earned the ROM designation may be published periodically in
the CSPCA official publication, The Barker.
Register of Merit (ROM) Committee: This committee will maintain a database of
finished AKC champions from a listing provided to them by the AKC and
automatically award an ROM title to the sire/dam who has achieved the required
number of champion progeny required for such an award. Additionally, a
certificate will be produced with the name of the male/female, and the date the
ROM title was achieved and such certificate/award will be awarded at the
National Specialty the year following such eligibility or will be mailed to the
primary owner of the male/female following said National Specialty. The primary
owner will be the person who has custody of the sire/dam. In the case of
co-owned ROM awardees, only one certificate/award will be furnished by the CSPCA
per male/female. Additional copies of the certificate/award may be purchsed from
the CSPCA at the co-owner's expense. Under no circumstances will a
certificate/award be presented in the same year in which it is earned. This
committee will serve at the pleasure of the Board of Directors." The vote was
unanimous in the affirmative
(8) Webmaster Award - Marilyn Vinson made a motion, seconded by Beverly Wall
that a recognition plaque be presented to any one who has served as a CSPCA
Webmaster after he/she leaves the job. The vote was unanimous in the
affirmative.
(9) Ernest Albright Junior Advisor Awards - Alan Klessig made a motion, seconded
by Bob Rosenberger to approve the revised language recommended by the Committee
Chairman, "Ernest Albright Junior Handler Memorial Grant: Ernest Albright
Program for Junior Handlers will be administered and governed, as amended and as
occasions demand, by the CSPCA, Inc. Board of Directors as follows:
The CSPCA Board of Directors establishes the Ernest Albright Memorial Junior
Handler Westminster Scholarship in the amount of six hundred dollars ($600.00)
to be funded annually by the CSPCA. Individuals or other organizations may make
additional donations to this Trust. The Trust will be divided annually into two
(2) grants, 'The Westminster Kennel Club CSPCA Junior Handler Grant' and 'The
CSPCA Junior Handler National Specialty Grant,' in the amount of three hundred
dollars ($300.00) each per annum. These separate grants may then, in turn, be
awarded to a single recipient or divided between two or more recipients who meet
the criteria for eligibility, provided that no Junior Handler may receive more
than one grant in any calendar year.
Criteria for 'The Westminster Kennel Club CSPCA Junior Handler' Grant:
1. The Junior Handler must be a member in good standing of the CSPCA.
2. The Junior Handler must have qualified for participation in the Westminster
Kennel Club Show with all TEN qualifying Open Class wins being earned while
showing a Chinese Shar-Pei. The Junior Handler must have competition present in
their respective Open Class - a Best Junior Handler win without CLASS
COMPETITION does not qualify as an Open Class win.
3. The Junior Handler must be a full-time student, attending an accredited
school within the jurisdiction in which the Junior Handler resides OR a private
school, fully accredited by a recognized accreditation society, as a full-time
student outside the jurisdiction of the Junior Handler's domicile OR participate
in home-schooling under the rules and regulations for such as established by the
proper jurisdiction governing home-schooling in the Junior Handler's domicile.
(If the state or commonwealth in which the Junior Handler resides has no laws,
regulations, or guidelines for home schooling, the Junior Handler MUST be
enrolled as a full-time student in an accredited school.'
Criteria for 'The CSPCA Junior Handler National Specialty" Grant:
1. The Junior Handler must be a member in good standing of the CSPCA.
2. The Junior Handler must have won six (6) or more Open Class competitions at
events sponsored by the American Kennel Club OR four (4) or more Open Class
competitions at CSPCA Specialty shows, excluding any Open Class win at the CSPCA
National Specialty Show. All wins MUST have been while exhibiting a Chinese
Shar-Pei. The Junior Handler must have competition present in their respective
Open Class - a Best Junior Handler win without CLASS COMPETITION does not
qualify as an Open Class win.
3. The Junior Handler must be a full-time student, attending an accredited
school within the jurisdiction in which the Junior Handler resides OR a private
school, fully accredited by a recognized accreditation society, as a full-time
student outside the jurisdiction of the Junior Handler's domicile OR participate
in home-schooling under the rules and regulations for such as established by the
proper jurisdiction governing home-schooling in the Junior Handler's domicile.
(If the state or commonwealth in which the Junior Handler resides has no laws,
regulations, or guidelines for home schooling, the Junior Handler MUST be
enrolled as a full-time student in an accredited school.) All CSPCA Junior
Handlers who meet the criteria for eligibility and who wish to be considered for
a grant must submit a letter of application to the CSPCA Junior Handler Advisor.
This letter must be submitted and received NO LATER that the fifteenth (15th)
day of December in the calendar year preceding their anticipated participation
in either the Westminster Kennel Club Junior Handler Competition or the Junior
Handler competition at the CSPCA National Specialty.
Appropriate documentation that the Junior Handler meets the criteria of
eligibility must be included with the letter.
The CSPCA Junior Handler Advisor will not be involved in the decision-making
process other than to collect the letters of application and submit the CSPCA
Board of Directors for review and consideration. The CSPCA Board of Directors or
its designee, which may be one person or a selected committee of CSPCA members,
will make all decisions regarding the recipients of grants from the Trust based
on the written application and an interview, taking into account the Junior
Handler's knowledge of the Chinese Shar-Pei, participation in dog-related
events, good citizenship, personal references from those involved in the dog
fancy, overall worthiness and the ability to represent the CSPCA well.
A Junior Handler may request only one grant in calendar year even though
eligible for both grants. A recipient of a grant MUST exhibit a Chinese Shar-Pei
at the designated event. If a Junior Handler exhibits a breed in competition
other than a Chinese Shar-Pei, the Junior Handler must IMMEDIATELY return all
funds granted to the Junior Handler back to the CSPCA, or face loss of
membership in good standing with the CSPCA. If the funds are not returned
immediately, the CSPCA parent/guardian member will also be under sanction from
the CSPCA, facing loss of membership in good standing. Any Junior Handler
receiving said grant must attend and exhibit in competition or refund all moneys
back to CSPCA immediately. The Junior Handler receiving the grant, as well as
their parent or legal guardian, must sign a binding agreement upholding the
conditions and rules of the grant process.
Grants from The Ernest Albright Memorial Trust may not be awarded in part of in
full, due to lack of eligible Junior Handlers or the satisfaction of the CSPCA
Board with any applicant in a given year. Any grants not awarded will be held in
the Trust and become, in total, part of the principal of the Trust without
affecting any future annual donations by the CSPCA.
The CSPCA Board of Directors will administer the Trust, and any costs associated
with the administration of the Trust will be absorbed by the CSPCA, above and
beyond any annual donations to the Trust. The CSPCA Board of Directors may, as
circumstances demand, amend any of the terms and/or conditions or any other
factors governing The Ernest Albright Junior Handler Trust, as it deems
necessary according to its sole discretion."
The vote was unanimous in the affirmative
(10) Awards Committee - Marilyn Vinson made a motion, seconded by Alan Klessig n
addition to the above recommendations the Awards Ad Hoc committee recommends
that a CSPCA Awards committee be formed and chaired by a CSPCA member appointed
by the Board. This would be a separate committee from the Awards coordinator who
provides the actual awards. The chairman of the Awards Committee will be
provided with a list of committees that give awards and the names of the current
chairmen of those committees. The Awards committee chairman will be responsible
for receiving the nominations for all awards and list of awards to be presented
from each committee chairman and coordinating them with the CSPCA awards
coordinator. Individual committee chairman will set dates for their awards
closing but will send to awards chairman no later than 15 August preceding
Nationals. The chairman will also send a record of all awards presented each
year to the historian and to the Editor of The Barker for publication in the
Nationals issue.
Publicity for the awards programs is the responsibility of the awards chairman
and the individual committee chairmen. The Chairman may request an assistant for
this committee if needed.
The vote was unanimous in the affirmative.
(11) Lifetime Memberships - Marilyn Vinson made a motion, seconded by
Beverly Wall that the ballots be mailed to, counted by the Chairman of the
Awards Committee (to be formed) and the awards committee Chairman will contact
the Awards Coordinator for a plaque which will be presented to the nominee.
The vote was unanimous in the affirmative.
(12) A motion was made by Marilyn Currey, seconded by Gail Garrison to table all
further discussion on the Morison Award until after Nationals and to have the
Committee continue to gather information and report to the Board after
Nationals. The vote was unanimous in the affirmative.
(13) CSPCA Valued Member Award - Marilyn Vinson made a motion,
seconded by Deb Cooper to institute a new program suggested by Grace Fritz
called the CSPCA Valued Member Award. The purpose of this award is to increase
the recognition of the many important contributions made by CSPCA members to our
Club and the breed. This award will be given on a bimonthly basis (to coincide
with The Barker magazine schedule) to a CSPCA member whose behavior or actions
benefit the CSPCA, or reflect positively on the CSPCA or the Chinese Shar-Pei
breed. Each recipient of the award will be featured in The Barker magazine with
a paragraph describing why he or she was chosen for this award. A photograph
will accompany the article. Recipients of the Valued Member Award will be given
a certificate at the next National Specialty Banquet signed by the CSPCA
President and will be given the honor of selecting the next CSPCA Valued Member.
The recipients of the Valued Members Awards for the previous year will be read
at the National Specialty Banquet. The CSPCA Valued Member Award will have a
club member designated as a steward to monitor the continuity of the award, and
to insure that the appropriate information on the award is included in each
Barker. Recipients of this award may be CSPCA members demonstrating long-term
service to the Club/breed, or may be a CSPCA member that reacts to an isolated
situation in a manner that reflects positively on our breed and Club.
The program will begin with the September/October Barker issue and the first
recipient will be chosen by Grace Fritz, originator of the program.
The vote was unanimous in the affirmative.
UNFINISHED BUSINESS
A motion was made by Gail Garrison, seconded by Beverly Wall to approve the
potential members published in the March/April Barker. The vote was unanimous in
the affirmative.
NEW BUSINESS
A motion was made by Bob Rosenberger and seconded by Deb Cooper to make a
$100.00 donation to Klamath Humane Society in Klamath Falls, Oregon, after a
member made a donation of 10 past editions of The Barker to be raffled and
suggested we donate to the Klamath Fall building fund for the new animal
shelter.
The vote was unanimous in the affirmative.
A motion was made by Gail Garrison, seconded by Marilyn Currey that the Board of
Directors opposes the PAWS legislation as it is currently written (7/19/05). The
vote was unanimous in the affirmative.
A motion was made by Deb Cooper and seconded by Alan Klessig to adjourn; all
present agreed and the meeting was adjourned at 10:40 EDT.
