The meeting was called to order at 8:00 PM Pacific Time.

All members introduced themselves.
 
Treasurer's Report
Treasurer, Lynn Olds, announced that she has seven different financial reports being passed out to those members in
attendance.
   The total amount in the Treasury at this time is $86,900.58.
 
Membership
    Jeff Mauk stated the the non-renewals for last year were seven hundred and twenty five. They have been averaging one hundred and sixteen a month. He mentioned that the AKC is increasing their registration fees the first of August, 2001.
 
Education Report
   Karen Kleinhans reported that there have been several seminars given that are not approved by the Parent Club.
CSPCA Seminars state that they are "Parent Club Approved."  Our standard Seminar handouts are given out plus the Illustrated Standard.
 
AKC Delegate
   Lee Arnold stated that the next AKC Delegates Meeting is June, 2001, in Newark, New Jersey. THe AKC Invitational Show will be held in Orlando, Florida, on December l2, 2001. The CSPCA will have an information booth at this event.
 
Audit
   Report given by Romana Arnold. Audit Charman, Albert Daly reported that the audit is over one half done.
 
Barker
   Report given by Karen Kleinhans and Jeff Mauk.
   Roy Anderson asked if Jo Ann Redditt's contract will be made public.
   Cathi DiGiacomo stated that in the past the Board votes on the contract. Board Members are elected by the membership to conduct the business of the club. If the membership has a problem with the way Board members vote,  then they have the opportunity to vote these people out of office. Is this the way other corporations conduct business? Would Kodak send all their business contracts out to their share holders or does the AKC send their business contracts out to the member clubs for review? No!
It was pointed out by Mike Barker that when bids are sealed and competitive, the customary practice is to keep the contract's financial terms confidential, so potential future bidders will not have access to a successful bidder's information. He further pointed out that this was especially true when the low bidder is selected.
Marilyn Vinson said that the bids were private, but she felt the contract could be seen by the members.
Jo Ann Redditt wants the bid and the contract's financial terms to remain a private agreement between the CSPCA Boaard and Orient Publications. She considers this to be proprietary business information, a policy established by the previous CSPCA Boards of Directors and the CSPCA Legal Advisor.
Twenty seven bids were sent out. Three were returned. One publisher could not print less than five thousand copies per issue. Of the two received, Orient Publications had the lower bid.
 
Budget
   Budget Chairman, Romana Arnold stated that the budget is not quite done yet.
 
CSPCA  Taxes
   Edmond Sledzik, our Club's attorney, has filed our taxes.
 
CERF Report
   Barbary Byse said that there were two Shar-Pei Cerfed in 2000. All dogs to be Cerfed must be tatooed, microchipped or have a DNA  profile on record. If they do not, they will have an "N" after their number. Entropion remains the most common problem in our breed. Barbara Byse has a list of Canine Opthamologists, the Cerf phone number and web site.
Pat Evetts inquired about what problems we are looking for. Glaucoma testing should be done every year.
 
Awards
   Judy Dorough stated that the Awards will be given out at the Banquet. The Board commended Judy Dorough for a job well done.
 
Breed Standard
   Standard Committee Chairman, Darlene Wright announced that Gail Tighe and Judy Dorough have been appointed to serve on the Standards Committee.
 
The Presidents' Club Alliance
PCA representative, Joni Monnich reported that she is striving to improve communication between local clubs and the parent cub.
   There is a lack of information on the local clubs. They are asking local clubs to notify the parent club of any changes in officers within thirty days.
 
Code of Ethics
   Report given by Alan Klessig. The Code of Conduct can be applied to all members through their signing upon their joining the Club. This cannot be enforced. If a breeder chooses to sign the Voluntary Code of Conduct, they can use the logo of the Chinese Shar-Pei Club of America in their advertisements in the Barker and other places.
   Sue Anderson asked how this can be policed.
   Don Nelson asked if repeat offenders can be removed.
   Pat Evetts questioned if there could be legal problems. She wondered if the Club will be bombarded with complaints.
 
Procedure Manual
   Gail Tighe stated that it is completed except for a few points to the Board.
   Someone asked if one could buy this document. Gail Tighe said tht the previous one was availabale for thirty five dollars and that this one will be for sale.
 
Futurity/Maturity Report
   Jocelyn Barker thanked Julia Abell for her excellent work. She commended Ann And Bertram Hickman for initiating this great program. Jocelyn Barker, as the Director, cannot show in Futurity/Maturity. Kay Rosenberger, as the Treasurer, and Georgette Schaeffer, as the Adminstrator, can. The total amount to be paid this year will be five thousand dollars and seventy cents. Fifty percent of this goes to the breeder of each dog winning, thirty five percent to the owner, and fifteen percent to the owner of the stud dog.  The money is based on the number of dogs entered in the Futurity/Maturity, not at Nationals, but before birth and as puppies. Jocelyn Barker's phone number is in the Barker.
   Lynn Olds thanked the three of them for taking over this important job on such short notice and doing so well with it.
 
The Invitational
   Jeff Mauk, Vice President,  stated how well this program was received. There was a great crowd. It definitely adds to Nationals. Dawn Stephanski would like to continue to Chair this project.
   Lois Carter said she didn't know that one could come and watch without buying dinner.
   Judy Dorough felt that everyone should pay who attended.
   Jo Ann Redditt questioned whether the program met its expenses.
   Cindi Skinner stated that the judges are supposed to be secret, this lends an air of excitement. Unfortunately this year, two of the judges were known ahead of time.
 
Junior Advisor
   Junior Advisor, Cindi Skinner announced that her report will be given at the Banquet.
 
National Specialty Show Chairperson-2001
   Cathi DiGiacomo extended special thanks to the Northern Washington Club, the Taylors, Joni Monnich and especially Roy and Sue Anderson for all their last minute help with the Trophies and Banquet Tickets. We had members from l8 states working on this year's show. Cathi DiGiacomo will save further comments for the Banquet.
 
National Specialty Judges' Selection
   The Judges for the 2003 National Specialty will be announced at the Banquet and then posted on the web page.
 
OFA Report
   Jeff Mauk, Vice President, reported that we will again be publishing the OFA results in the Barker.
 
Public Education
   Public Education Chairman, Deena Harvey said that the Club needs more educational materials. We have a guide for Veterinarians. If a Veterinarian's name and address is sent to Jeff Vidt, he will send the guide out.  
   Lee Arnold said that the local AKC clubs should be presenting educational programs six times a year.
   Barbara Byse suggested that there should be Veterinary Conferences on Shar-Pei. Sunday Cardenas will put the proposal together to send to Dr. Vidt.
 
Register of Merit Report
   ROM Chairman, Pat Evetts, said that Judy Dorough has made the plaques, and that they will be given out at the Banquet.
 
Therapy Dogs
   Marilyn Vinson gave the criteriae for a dog becoming a Therapy Dog. A letter is required on the letterhead of the facility at which the dog has been working. No specific number of hours is required.
 
CSPCA Charitable Trust
   Trust Administrator, Lee Arnold, reported that both of our Veterinarians, Linda Tintle and Jeff Vidt, are in California at a conference this weekend. They will submit their reports to the Barker. Lee will recommend to the AKC that grants be funded to find a marker for Amyloidosis.
 
Minutes Review Committee
   Cathi DiGiacomo is on the committee for the Eastern Region,  Tim Bergeron for the Central Region, and Gail Tighe for the Western Region.
 
New Business
   To save money, there will be a proposal for a change in the Constitution and By-Laws. This will involve using a page out of the Barker for voting, instead of the sheet inside the plastic cover with the Barker. Jo Ann Redditt will propose the change to the Board, and it must be approved by the AKC. This was voted on with all votes for this except for one vote against.
Jo Ann Redditt stated that there are very few ads so far in the July-August 2001 issue of the Barker. Both back covers are sold. Jo Ann Redditt has copies of the yearly Barker Advertising Contracts with her.
 
Advertising and the Barker
   Jeff Mauk said tht the committee is researching having clothing and other items with the Club's logo on them for sale on the web site. We can sell commercial advertising. The committee is studying offering multi-year renewals at a discount. They are preparing membership packets. Jo Ann Redditt will take page pledge supports all day tomorrow.
 
Changing the Date of Nationals
   Karen Kleinhans discussed the advantages of this. Airfares would be lower in the autumn. Members who are teachers could get time off from work more easily. There would be lower rates at hotels in off-season. There will be a regular Nationals in Houston in 2003, and Karen Kleinhans suggested a smaller Nationals in October of that year, possibly at Purina Farms. Cindi Skinner mentioned she would like to see the Club members more than once a year. Most people were in favor of October. Sue Anderson wants Nationals to be in the Central Region every year. There was a discussion of whether the hosting club must be in the show location.
 
From the Floor
   Someone asked if it is in the By-Laws that Nationals must be indoors. Show Chairman, Cathi DiGiacomo stated that CSPCA policy states that the National shall be held indoors whenever possible. Exceptions can be made and the show can be outdoors with CSPCA Board Approval.
 
Barker Covers for Nationals Issue
   Jo Ann Redditt stated that the front cover of the Barker for the Nationals issue is for the dog who took Best of Breed and the back cover is for the dog who took Best of Opposite Sex. If these dogs' owners do not want these covers, they will be given to the next person waiting for a cover.
 
Cathi DiGiacomo moved, Gail Tighe seconded a motion that the meeting be adjourned. it was adjourned at l0:35 PM Pacific Time.
